MINUTES March 21 , 1991 2 BOARD OF HEALTH <br /> Mr. Borselli presented certified 'mail receipts to the <br /> Board and relayed their are two existing cesspools at the <br /> site. The owner proposes to construct a two vehicle garage <br /> with no habitable space within the structure. The septic <br /> system is proposed to be upgraded to Title V standards and <br /> local Board of Health requirements. Local variances re- <br /> quested, a 331 variance from on-site well to septic, a 491 <br /> variance from abutting well to ori-site septic, a 431 wetlands <br /> variance. Title V variances requested are a 9.' sideline <br /> variance and a 1.51 Variance from adjusted groundwater to <br /> the bottom of the leaching facility. <br /> Mr. McQuaid informed the Board there are no records that <br /> indicate the existing cesspool is in failure and questioned <br /> why the owner is requesting an upgrade when no increase in <br /> habitable space is proposed. <br /> Nor. Borselli responded his client is acting in good <br /> faith to bring his system up. to current standards. <br /> Ir. Greelish stated if this Board were to grant the nec- <br /> essary <br /> c- <br /> ess ry rariances a provision would be attached to the deed <br /> restricting any increase in habitable space. <br /> Mr, Borselli stated he would specify the type of frame <br /> work in the loft above the garage to prevent any increase in <br /> habitable space. <br /> Mr, McQuaid expressed his concern with the proposed <br /> depth from the bottom of the facility to groundwater. T <br /> Mr, Gree l i sh explained to Mr, Borse 1 l i that this Beard <br /> is aware of ground saturation on both islands however, this <br /> issue must await to be addressed until a public water supply <br /> is furnished to the islands. <br /> Ms, MacClellan questioned whether the upgrade would af- <br /> fect the buildability of her ,lt. <br /> M r. McQuaid responded,, should .the Board approve the sys- <br /> tem it would not affect- lot buildability unless an upgrade <br /> was necessary requiring relocation to the rear of the lot. <br /> Mr. Greelish relayed even if the abutters leaching sys- <br /> tem required upgrade it would be conditional upon no increase <br /> in habitable space. <br /> i <br />
