t � <br /> MINUTES April 18, 1991 2 BOARD OF HEAL'T'H <br /> 4 <br /> Mr. Schutz presented a three year contractual agreement <br /> to the Board; Mr. Schutz Stated he does offer educational <br /> programs, at a nominal fee, to the towns. <br /> Mr. Oreeli h questioned Mr , Schutz as to how he intends <br /> to assure the Board that a fair market price has been re- <br /> ceived for a particular good. I <br /> Mr. Schutz responded he will supply the hoard with up to <br /> date listings of market prices. A clause has been included <br /> in the contract which, should market prices fall off, gives <br /> the Board the option to continue recycling or to utilize the <br /> SEMASS facility. <br /> Mr. Doherty questioned whether recycling revenues would <br /> be held in escrow by Mr, Schutz or given directly to the <br /> town, <br /> Mr, Schutz responded he would hold revenues in an escrow <br /> which would be credited against the balance. Remaining mon- <br /> les. would be forwarded to the town. <br /> Mr. Costa requested a revision in the contract whichal- <br /> lows the Board the option of recycling metals with South <br /> Shore recycling or another company at any given time. <br /> Mr. Schutz was agreeable to the request. <br /> Mr-. Costa motioned to accept the three year contract <br /> resented by South Shore Recycling with the revision as <br /> agreed by both -parties and with the Stipulation Town counsel <br /> reviews and approves of the contract as submitted, Mr. <br /> Doherty seconded, all agreed. <br /> A 01IMEN' ': Hynes & McGrath - variance request 11 owspr-it <br /> Mr. Michael McGrath was in attendance for this Scheduled <br /> appointment. <br /> . <br /> Mr, McGrath presented certified mail receipts to the <br /> Board and stated he is requesting a 251 variance from on-site <br /> septic to wetlands and a Title v sideline variance. Mr. <br /> McGrath questioned the Board as to whether phragmites are <br /> considered wetlands vegetation as they do grow upland of the <br /> wetlands. <br /> Mr. McQuaid informed the Hoard the Conservation Commis- <br /> sion was unbl 'to verify the edge of wetlands as the area <br /> was not properly flagged, MrF. McQuaid recommended the Board <br /> await their decision -pending this information. <br /> r <br /> i <br />
