MINUTES May 30, 1991 2 BOARD OF HEALTH <br /> 4 <br /> APPOINTMENT: John Brophy - 40 Wilsons Grove <br /> Mr, Brophy was in attendance for this scheduled appoint- <br /> ment. <br /> ppoint- <br /> ment. Doherty stepped down from this issue as he found <br /> it to be a conflict of interest. <br /> Ir. Brophy explained, in 1987 a septic permit was issued <br /> Y this Board to upgrade his system. Mr, Brophy presented <br /> copy of the septic permit to the Board. <br /> 4b A F � � i <br /> 4 T. } + 4 <br /> Mr. Evans- stated the-, Board o Health file contains very <br /> little information, <br /> _ fir. costa .infor e . Mr Brohpy the 'title V application <br /> F does not state his intentions to construct ars addition. <br /> MA -Ift* t <br /> rt i, r. iGreelish m informed Mr. ,+ Brop�iy '.there is a Board o <br /> Health regulation re8' tricting septic system upgrades, without <br /> engineering plans, to increase habitable space. Variances <br /> would require a public hearing. " "This Board is not inclined <br /> to grant the proper relief in this area due to ground satura- <br /> tion <br /> Mr, Brohpy questioned the Board as to whether they would <br /> grant variance relief if state approval was received. <br /> Air. Greelish responded no, as this is a local regula- <br /> tion* "When a system is upgraded for emergency reasons the <br /> owner is required to sign a waiver agreeing there will he n <br /> increase in habitable space. " Mr, Gre l ish, recommended Mr. <br /> Brophy retain an engineer to determine if the system can be <br /> located in an area that will not require variance relief. <br /> APPOINTMENT: Waste Disposal, Inco - Permit application <br /> Ir. Michael Mowbray, Director of Operations for Waste <br /> Disposal, Inc. , was in attendance. <br /> Pyr. Mowbray stated he is in receipt of the letter for- <br /> warded by this Board. <br /> Mr, Doherty informed Mr. Mowbray of the local regu a� <br /> tions regarding disposal of town refuse. <br /> Mr, Mowbray informed the Board he is under contract to <br /> dispose of all refuse at a private landfill . <br /> F <br />
