MINUTES August 1 , 1991 3 BOARD OF HEALTH <br /> Mr. Duffy questioned Board members as to why they denied <br /> plans for a four bedroom dwelling. <br /> Mr. Greelish explained, the Board concluded that, in <br /> terms of a sound engineering approach, the system was to mar- <br /> ginal for the lot to permit a fourth bedroom. "One of the <br /> options we have is to require the engineer produce the so <br /> called "Safety Factor" . "The Board felt it would be in <br /> everyone's best interest to require installation of a reserve <br /> and to reduce the bedrooms by one. " "The engineer provided <br /> the only possible solution for installation of a septic sys- <br /> tem on the lot, given the size house, and meeting all neces- <br /> sary criteria. " Mr. Greelish explained to Mr. Duffy the <br /> problems with ground saturation in the area. <br /> APPOINTMENT: A. Janedy - 156 Captains Row <br /> Mr. Janedy was in attendance for this scheduled appoint- <br /> ment. <br /> Mr. McQuaid informed the Board subsequent to the meeting <br /> of July 11, 1991 Mr. Janedy agreed to install the well as <br /> proposed on approved plans. Mr. Janedy telephone the office <br /> and indicated he did not believe that potable water could be <br /> found at the proposed well location. " "I spoke with the well <br /> driller who stated he could not guarantee potable water could <br /> be found at that location. " Mr. McQuaid stated abutting lots <br /> do have potable water. "I suggest the Board recommend to Mr. <br /> Janedy he proceed by submitting the plans to D.E.P. and re- <br /> quest a variance from Title V to use the existing well. " <br /> Mr. Costa explained to Mr. Janedy that it is very un- <br /> likely that D.E.P. will approve plans. <br /> Mr. Janedy stated none of the residents in the neighbor- <br /> hood are using the water for drinking purposes. <br /> Mr. Greelish commented, the well driller cannot guaran- <br /> tee potable water. "This Board cannot grant the necessary <br /> variances without approval from D.E.P. . " "The only option <br /> available is installation of a new well ." <br /> Mr. Janedy agreed to theoinstallation of a new well ` at # <br /> the proposed site. <br /> 3 . ) Response to Exec Sec , memo re .
