MINUTES January 18, 2001 5 BOARD OF HEALTH
of the Air Force, so the credibility of the fmdir s will be believable. what they have
agreed to do is, they will contract the individuals if there is a steering committee. This
committee will consist primarily of representatives of the Health Departments of
Sandwich, Bourne, Mashpee and Falmouth along with Barnstable, who has already
come aboard, the County who we will work with, and the State Health Department.
This is as open a roup as you could possibly conceive; any Health Depaxtrnent on the
Cape is more than welcome to eventually sign on and come aboard. Since it's not
organized it's very difficult to describe hove it's going to operate because the group will
call it's oven ground rules. All points of view are going to be looked at. It would not be
worthwhile if the opposition people don't feel they have a full platform to express their
views on and see if we can't get some answers for all of these points. I went to tr x
last week and they are working on corning up with a decision to come on board at
their- next meeting. It looks pretty positive that the would be min aboard. It
y g
doesn't cost you a.nythmng. There is no involvement, nio contractual thing. It is just for
participation in a cooperative organization. we figure on one meeting a month." "It
can be anybody that your Board decides to have. It should be a health official which
is my personal opinion. There has to be r o n for the non-health officialpint of view
to have equal footing ,
q g n this.., "This group will make the selection f the individuals,
an epidemiologist. This is a once in a lifetime opportunity for us dere on the Cape to
have an epidemiologist study the entire cape and any possible negative results that
are brought up as well as a radio-frequency engineer to test all radio frequencies in
Ba'
County; that's all cell towers, all transmitters, radars everythingyou can
think of. This group, will do the steering and make the selection of the engineer, make
the selection of the epidemiologist, create the direction that you want to go. When the
Air Force will take these people that have been selected, write therm a contract."
Mr. Doherty asked, "Has-the Air Force committed to abide by the decision f the
group?"
Mr. Loring answered, "Affirmative.rl
Mr. Mason stated, "If there is a question from the Air Force or an issue that causes
lack of agreement, if this group walks away... the Air Force has the black eye."
Mr. Loring continued, "This is a vein-vin situation. It is strictly r volunt on all of our
parts to participate. They are, giving us a gift that, where else would you come up with
i
that kind of multi-million dollar- study of healthissues in Barnstable county "
"Senator Kennedy has just written a request of the Air Force, through Secretary
Peters, saying that they want ars in-depth study of this county run by the Johns
Hopkins University."
Mr. Doherty indicated that he would participate in the steering coma ittee on behalf of
the Mashpee Board of Health.
2. Food Serve Class lL22 1
Ms. harden-notified Board members that a food certification course was beim
held at Town Hall on January 22, 2001 for local food service establishments to
Borne into compliance with the new food code.
