MINUTES January 1 , 2001 4 BOARD OF HEALTH <br /> H <br /> WampanoM Drive <br /> Ms. warden indicated that the leach pit is full to the riser and due to the lot <br /> constraints she is recommending a new distribution box and a new leach pit i <br /> installed. <br /> Board members forwarded their signatures to the Emergency Failure <br /> Certification form. <br /> DISCUSSION <br /> 1. SEMASS 1 leetin <br /> Discussion took place regarding the SEMASS waste to Energy Grant Pro am. <br /> Grants will be awarded to assist Massachusetts municipalities and <br /> governmental bodies that have incurred or are about to incur direct contractual <br /> obligations to pay for costs associated with either the acquisition and <br /> installation of certain pollution control technology at a Waste to Energy facility <br /> or the closure of such a facility. The Grant will be filed as a group application <br /> for all SEMASS communities with each town receiving an amount determined <br /> by the minimum tonnage as of July 1, 2000. Funds will paid in one lump sum <br /> however, they will be forwarded in three payments, the first of which will b <br /> received some. time in March, the second and third will be paid the first of each <br /> succeeding year. If the Town accepts the lump sum it will be applied to <br /> SEMASS capitol costs only resulting in a reduction in the .tipping fee for the life <br /> of the contract. If the Town decides to take civ al disbursements and place the <br /> money in an escrow account no interest will be paid and tonnage fees will not <br /> be reduced. The Town Adan. is required to attend a meeting on the 17th of <br /> January at which time the execution form and application must be submitted. <br /> Grant acceptance may require a town meeting vote. <br /> Board members acknowleded the information. <br /> APPOINTMENT: Richard Lonng, Chairman Sandwich Board ofHealth re: Pave Pains <br /> Health Studer work Groin <br /> Mr. Loring and Dave Mason, Health Ager-t for the Town n of Sandwich were irr <br /> .attendance for this scheduled appointment. <br /> Mr. Loring stated, "In the Environmental Impact Statement (EIS) going on for Pave- <br /> Paws, <br /> a e- <br /> Pa s, one of the big requests was an iii-depth environmental study of the radiation <br /> potential. 'there are a lot of questions, as you well know, whether it is good or bad. <br /> Nobody knows the answers. way back on the 26th of April, the Sandwich Board of <br /> Health agreed to go along with this concept of a study that the Air Force had put forth <br /> that they would spent between $500,000 to $1,00Q,000. So we seat a letter to Tad <br /> McCall who was the then Assistant Secretary of the Air Force, saying that we would <br /> life to participate. It was a unanimous decision of our Board. Following that, the Air <br /> Force were instructed to try, logically since it was primarily Upper Cape, to get some <br /> sort of a contract or agreement going with the County Commissioners, so that the <br /> County Health. Department would sort of ramrod . xis overall turfy. Well, that took <br /> about eight months and it fell through. It fell through primarily because of things that <br /> the County wanted that, legally, the Air- Force could not issue therm the money. The <br /> purpose of the whole study is to be-totally independent, or as independent as Possible <br />
