MINUTES February 1, 2001 2 BOARD of HEALTH <br /> Mr. Santos expressed his concern regarding the proximity to the mean high water line. <br /> Discussion took place regarding details of the plans submitted an ' hat the Board <br /> would feel comfortable approving. <br /> Mr. Doherty motioned to approve the variances requested as outlined in a cover letter <br /> from B S C Group date d January 2 5, t o o l in recognition of the following fac t s: 1) the <br /> geographic location of the system is such that its effluent discharge will not impact <br /> drinking water; 2) that the Board recognizes that due to the installation of a <br /> composting toilet, the significant reduction in the effluent discharge will be obtained <br /> and that discharge will only consist of gray water, not black water; and 3 that the <br /> Board allow, with these conditions only, a mounded system in order to obtain the SP <br /> vertical separation required. A maintenance plan is also required for the system.l lr. <br /> Santos seconded the motion. Motion passed. <br /> 2. Approve Minutes of December 1 , 28 2000 and JanugLry,2 , 2001 meetings <br /> Mr. Doherty motioned to approve the minutes of the December 14, 2000 <br /> meeting. Mr. Santos seconded the motion. Motion passed. <br /> Board members acknowledged the minutes of December 28, 2000. There were <br /> no minutes as the meeting was cancelled due to the lack of a quorum. <br /> Mr. Santos motioned to approve the minutes of,the January 2 5, 2001 meeting. <br /> Mr. Doherty seconded the motion. Motion passed. <br /> I Request for reduction in FAST system monitoring_requirements - 220 Wadin <br /> Place load <br /> Mr. Ball stated that he doesn't feel that a reduction to once per year would be <br /> appropriate. He further stated that maybe trice per year-was enough of a <br /> reduction. <br /> Ms. 'warden stated that she has checked with the Conservation Commission <br /> and Mr. Sherman indicated that he would be in favor of reducing the <br /> monitoring requirements to twice per year if the Board of Health was in <br /> agreement. She further reviewed the plans from 1996 and couldn't find any <br /> information that ars ultra-violet light had been installed. An ultra-violet light <br /> was part of the approval requirements. <br /> Mr. Doherty stated, "Upon review of the system design, the Board had <br /> discovered that the plans are not in compliance in terms of the variances <br /> granted, i.e. no ultra-violet light could be found on the plans and the Board <br /> declines to reduce the monitoring unless the owner can prove that it's there. if <br /> it can be proven that the ultra-violet light is there, etre would consider reducing <br /> the monitoring requirements to two times per year, or if the owner installs the <br /> necessary ultra violet light. <br />
