"Since then the technology has become available to mitigate the damage <br /> being done by septic systems." `Your one septic system alone is not the problem." "But <br /> yours, your neighbors and three or four hundred other neighbors cumulatively become a <br /> problem and since the technology is available we're starting to address the problem in <br /> terms of groundwater pollution even by a properly operating septic system." "It does <br /> raise the cost of the sale but what does it cost for us to clean exp the groundwater." <br /> Mx. Bernard stated, "When people have to go through additional costs of <br /> thousands of dollars they're not going to come forward to have their systems upgraded." <br /> Mr. Doherty responded, "That's why the variance process exists." "T'he proposed <br /> plan does not even begin to address the problem of nitrates going into Great Kiger." <br /> "This is a functioning septic system but there is absolutely nothing to treat the waste." <br /> Ms. Bernard stated, "This does fallithin the Mate regulations, does it not?" <br /> Mr. Doherty responded, "It falls within the State regulations which have to be <br /> interpreted by the local Boards." "Ma hpee regulations require 100' from the wetlands <br /> area." <br /> Mr. Ball stated, "I think l r. Bernard is showing hardship on this case." In any <br /> opinion, I don't believe ,the Board has the right to require the applicant to install a <br /> denitrification y stern." "The applicant is upgrading to Title v requirements." "Until we <br /> have a regulation on the book our hands are tied." <br /> Mr. Doherty motioned to reconsider the Board's vote of March 6. 1997 which <br /> denied variance relief, lair. Ball seconded. 1Ir'. Cram opposed. Motion carries. <br />
