x VO $s ELECT-PIEN"Sw MINUTES March 12 , 1980 Present: Chairman Kevin O'Connell, Chester A. Garland, with Joseph Reardon, Town C un s l arriving later. l Chairman O' Connell arrived and. Called the meeting to order at 2 : 20 p.m. 2 while waiting for Town Counsel to arrive, Nancy Blakeman f the Finance Cominittee asked if she might give a rer ort on the Hearing held the previous day at the State House in Boston relative to the Bill pending in the Le qisl.ature to create the South Cape Beach Ad- visory Committee. She stated that several residents , including she and her husband, Jean Thomas , Elizabeth Simpson, and others , had made remarks testifying in favor of the Bill, and that she was disappointed that none of .Mashee ' s Selectmen were resent; she felt that thein attendance would hav e had some signifi an e. Chairman O'Connell explained that he had been attending a fun ral in New York, and that Ceorae Benwav was attending a conference in Dnver. Mr. O'Connell further stated that the Bill had been filed twice pre- viously, re- vieusly, and been defeated. He reminded these Dresent that he had participated in the original filing of the Bill, and he feels at this time that- contacting members of the Natural. Resources Committee individually, will be just as effective as attending the Hearing. Mrs. Blakeman reported that there had been just one person speaking in oppositIon to the Bill; it was presumed he was a member of the .B. B. . (Mass . Beach Buggy Assn. ) - Mr. O'Connell observed that this croup has a very powerful lobby, and they went be satisfied unless there is some provision for allowing these vehicles on the Beach; he doesn' t feel they will be agreeable to any sort of compromise . Chm. { -k- :}`C nnel l mach the point that sections of the beach in TA7ell feet and Provincetown have been shut down by the Federal Government (even though they are wart of the National Seashore) because of destruction by these vehicles. Selectman Garland stated that he had seen these stretches of beach, and can attest to the damange that these vehicles have wrought. 8 Mr. Blakeman asked about the rogr'ess towards an agreement with the New Seabury Corp. Mr. O'Connell stated that he has not seen thein proposal, therefore could not comment on it. Whatever is offered, the proposal will have to be taken before Town Meeting for approval . A member of the press asked if there wa's a ballpark time as to when this proposal might be brought forth. Chm. stated theyre had been no deadline set, but the proposal was expected soon. Mr. Blakeman stated that he favors allowing the state to take over the beach, although the Town would not have much control. Mr. ' Cn- nell remarked that he will withhold his opinion until he sees the New Seabury proposal.
