} MINUTES OF BOARD OF SBLECTMEW S MEETING <br /> JUNE 25F 1980 <br /> Present: Chairman Benway, Selectmen Garland, Thomas- and Town Counsel* <br /> 1. Meeting was called, to girder by Chairman Benwaat 2 :10 p,m. <br /> 2, Mr,, Brad Norman,, Recreation Director, met with the Board to inform <br /> them that he had been approached by the Health Departmentr <br /> (Charlie Buckingham/Leonora Anderson) , and that they had been to <br /> i South Cape Beach and found only two portable toliets there. The <br /> beach requirement is four* The toliets should be checked daily <br /> y the lifeguards, and if necessary; emptied. The beache's should <br /> be cleared underneath the sand. The same goes for Mahpee/Wakeb . <br /> The ones down there can either be repaired or four potable toliets <br /> installed, .which would be adequate in lieu of repairing the <br /> -building. If these request were not met in accordance with State <br /> Standards, they would have -to close the beaches. Mr. Norman stated <br /> that he did not have any money in his budget for -this- to be done. <br /> Be told the Board that the above was being put in writing to the <br /> Selectmen and the Finance Committee, <br /> { <br /> Chairman Ben ay stated that obviously,, we want to comply with <br /> whatever regulations are required. Be asked to see a copy of the <br /> statue that applies to this situation. He also .informed Brad <br /> that by law, you can not go out and expend a contract for anything <br /> as we are still in the old fiscal year. Be. then ake-d Brad to ask <br /> tMr. Buckingham to core up to answer scone questions. <br /> Member~ of the Press asked if there was money in the Board of Health <br /> budget for this kind of situation. Chairman Benway said .no, but <br /> there is money in the Recreation budget for two porta-johns, <br /> Mr. Bucking -a: p_re-sented."himself- before -the Board with the following <br /> gul- . .-ions- for-:'. erti ri{_o- u lId - athin -Beaches, <br /> Of flce of Se" tarry of S-ate, under Chapter... , as - amended, <br /> Department . of Public Health, Article ,. simply says that in' so far <br /> as beaches are concerned, that when you have less than 1 ,000 people <br /> at the beach, you should have two water closets. <br /> Selectmen Gar land asked if 'it says you should or must. <br /> Mr. Buckingham replied that it said you must. <br /> Selectmen Thomas asked if that 'is 1,000 a day or 1,000 what. <br /> Mr. Buckingham stated that it simply sags that minimum facilities <br /> accredited bathing beaches - shall be equipped with the following <br /> minimum facilities based upon the maximum number of persons , bathers , <br /> swimmers , spectators, employees , etc. , to use the bathing beach at <br /> anyone time. Unless such facilities are otherwise readily available � <br /> to- all persons to use the- bathing beach, such facilities which are <br /> required under any other articles of this Code can satisfy the <br /> requirements of this regulation providing that they are readily, <br /> available to all persons to use the bathing beach. If you had ars <br /> other public building near to the bathing beach which would provide <br /> sanitary service, I would think that It would be considered proper. <br /> If the number of persons is less than 21000 , we shall provide <br />
