} MINUTES OF BOARD OF SBLECTMEW S MEETING JUNE 25F 1980 Present: Chairman Benway, Selectmen Garland, Thomas- and Town Counsel* 1. Meeting was called, to girder by Chairman Benwaat 2 :10 p,m. 2, Mr,, Brad Norman,, Recreation Director, met with the Board to inform them that he had been approached by the Health Departmentr (Charlie Buckingham/Leonora Anderson) , and that they had been to i South Cape Beach and found only two portable toliets there. The beach requirement is four* The toliets should be checked daily y the lifeguards, and if necessary; emptied. The beache's should be cleared underneath the sand. The same goes for Mahpee/Wakeb . The ones down there can either be repaired or four potable toliets installed, .which would be adequate in lieu of repairing the -building. If these request were not met in accordance with State Standards, they would have -to close the beaches. Mr. Norman stated that he did not have any money in his budget for -this- to be done. Be told the Board that the above was being put in writing to the Selectmen and the Finance Committee, { Chairman Ben ay stated that obviously,, we want to comply with whatever regulations are required. Be asked to see a copy of the statue that applies to this situation. He also .informed Brad that by law, you can not go out and expend a contract for anything as we are still in the old fiscal year. Be. then ake-d Brad to ask tMr. Buckingham to core up to answer scone questions. Member~ of the Press asked if there was money in the Board of Health budget for this kind of situation. Selectmen Gar land asked if 'it says you should or must. Mr. Buckingham replied that it said you must. Selectmen Thomas asked if that 'is 1,000 a day or 1,000 what. Mr. Buckingham stated that it simply sags that minimum facilities accredited bathing beaches - shall be equipped with the following minimum facilities based upon the maximum number of persons , bathers , swimmers , spectators, employees , etc. , to use the bathing beach at anyone time. Unless such facilities are otherwise readily available � to- all persons to use the- bathing beach, such facilities which are required under any other articles of this Code can satisfy the requirements of this regulation providing that they are readily, available to all persons to use the bathing beach. If you had ars other public building near to the bathing beach which would provide sanitary service, I would think that It would be considered proper. If the number of persons is less than 21000 , we shall provide
