1 T TES F B D- of SELECTMEN' . MEETING <br /> 'AUGUST! -1 <br /> resent: Chairman George A. Benway, Jr. , Selectmen Chester A. Garland, <br /> B. e n Thomas and Town Counsel <br /> 1. The Regular Session began at 2 : 0 p.m. following the Executive Session. <br /> 2. Selectman Garland asked members of the Board if they had seen a <br /> petition sponsored by the Library Trustees to put an article in the <br /> next Special Town Meeting allowing the Library Trustee's to get full <br /> autonomy as an elected body and to establish 'their own rates, budgets , <br /> and so on. He stated that h hard not- seen' i t. <br /> Selectman Thomas responded that she was aware of it but hada' t seen <br /> it. <br /> Chairman stated that. e hadn' t seen i . <br /> Town Counsel responded that such an article would be out of, order. <br /> You can not do it. They are talking about fiscal autonomy. They set <br /> a budget and the Town Meeting can' t say anything about it. <br /> Selectman Garland stated that he was still pueled about thein <br /> salaries . <br /> Selectman Thomas stated to Town, Counsel that she thought that the <br /> problem was lack of communication between the Library Trustees and <br /> the Personnel Board. They were not aware that they were part of the <br /> Personnel Plan. In fact, they had not seen a Personnel Plan prior to <br /> the meeting, what has happen in the past, they have set uD their <br /> budget, they have taken their budget to the Finance Committee, the <br /> Finance Committee has reviewed it and it has gone to Town Meeting for <br /> approval. Somewhere along the line, they were included i n the x. <br /> Personnel Plan and this means the negotiations . I asked Grace if <br /> the Library Aide had ever attended any of these meetings for <br /> negotiations. She said no, she didn' t know she was part of the Plan. <br /> I think that if they are part of the Plan, and they haven' t <br /> participated in the Plan, then that' s a problem. <br /> Selectman Garland stated that he would like to repute Mrs . Thomas ' <br /> statement than they were not aware of anything because Mrs. Hale and <br /> I went over there for the purpose of discussing this . At that time , <br /> I was a part-time member of the Personnel Board. It was discussed, <br /> and we were practically forcefully objected because they began to <br /> whip out all these Mass Library- Association boobs that they were <br /> entitled to $14 ,000 or some such. figure a year and we were toally <br /> in error, they would not stand for it and they would fight it. <br /> They were aware that these two people were going to be discussed <br /> and that they were apart of the P In. <br /> Selectman Thomas asked if they had at anytime been invitd to these <br /> negotiations, <br />
