Gloria sealandr, at that meeting the 'other <br /> night, admitted that I was there as a Personnel' Board l e resentative. <br /> Selectman Thomas stated that from what they said that 'night, they <br /> didn' t ]snow that they were on the appendix 6f the Personnel Plan. <br /> They had not received a copy of the Personnel Plan. <br /> Selectman Garland res onded that they' might not h ve had a copy but <br /> I did havea copy with 'me- that night, and we sat and discussed it. <br /> It got completely out of hand because some -woman, I think a Mrs, <br /> Robinson or somethin'g'like that, brought out these books and <br /> asked what we thought we were thinking about .l e ause in ac ordance <br /> with the. Mass Library As'sociatio ,- beginning salaries were -$14 , 7 0 0. <br /> and they continued to carry ori in that direction. <br /> Chairman stated that he thought their intentions are 'to remove <br /> themselves from the Personnel, Board r anything that had to do with <br /> the Town and that the Library Trustees wart to feel independent <br /> and they are not i nde e nden t. <br /> Town Counsel stated that he saw the letter that was prepared for <br /> the Personnel Board by John Veld in reference to this issue . <br /> John took the approach of answering the preei.sed question asked, <br /> but I kind of wished that he had consulted with me first because <br /> I would have pointed out to him something that I had to work up <br /> + about a year and 'half ago when w went through a big hassle with <br /> the Library Trustees over use of funds. They insisted at haat time <br /> that they- were sort of marching to the beat of a different drum <br /> from everyone else, At that time, I pointed out to thea .that under <br /> Chapter 7 , section 7, that' s ghat controls them, that it says a <br /> town may establish, it doesn' t say the Library Trustees. It says <br /> "A town may establish an- d maintain public libraries - for .its <br /> inhabitants under regulations prescribed by the city council or by <br /> the town, arae may receive, hold. and manage any gift, he y ue s t or <br /> devise therefor, " Th n .we go on to section 10 and it says "A town <br /> which raises or appropriates mor'ey for the u port of a free public <br /> library, shall, unless the same has been acquired entirely or in <br /> pant through some gift -or bequest which contains other conditions <br /> or provisions for the elections of its trustees �� _ the bottom lime <br /> is that the torn shall elect a Board of Trustees, Then Section 11 <br /> reads "The board shall have the custody arra management of the library <br /> and reading room and of all property owned by the town re 1 at i rr g <br /> thereto. All money raised or appropriated by the town" There Agdin, <br /> everything refers .to the town - it' s Town Meeting we are talking <br /> about - money appropriated by the town. This would include <br /> appropriation of salaries. ' All money raised . or apprpri.ated by the <br /> town for its support and maintenance shall b expended by the board, <br /> and all money or property which the' town may recieve by gift or <br /> bequest for said. library and reading room shall be administered by <br /> the hoard in accordance with the provisions of such gift or bequest. " <br /> Everything in here relates to the town. It doesn' t say the library, <br /> �2- <br /> F I <br />
