i y
L
Selectman Garland stated .that he finally was able to get in
touch 'with Peckham in regards to repairing the lights. Peckham
stated that Fe l louri.s told h i m to bill us , and we would bill him.
Glenn says that -Bruce has told him that we can take the $500, 00
that we have in escrow for Michaeljohn and pay Peckham out of
that,
'down Counsel asked if Fellouris is agreeable to this.
Selectman Garland responded that he has verbally indicated that
to Mr, lie r i h .
Selectman Garland stated that a lady frorn the state ,Department
of Public Health was over there, and in examining the lock-ups
there are two lights o,ut one in each one, which means you can I t
use thea. There has been a complaint filed for insufficient
ventilation and according to the plans and specifications , it
calls for 100 cfm of l00% air. Apparently, it appears that
because of cost, the air conditioning coils were left out and
what they are doing is dragging in -aH-d air. when its up to
85, this is what' s being blown into those cells. The Deputy Chief
made an investigation and on 8/6/80 at 2200 it was 80 in the
juvenile maintenance cell - the booting room was 8 , on Thursday
at 1400 it was 82 and the booking room was 85 and on Friday in
cells Al and A2 it was 85 , It is also my opinion, limited but
still my opinion, that both the intake and exhaust duc"ts .are
located in approximately the same location which they should not
be and I have an idea you may be getting short-circuited, because
its being blown in and out the otherside without ever reaching
parts of. that room. The same thing is going to crop up. when the
temperature reaches the 30s . There is heat in there, but until
that system is activated, and bear in mind that was the problem
with the thermostat being remotely located in the Chief' s office,
it is still a problem, Corrective steps were suppose to be
taken - possibly in lieu of the thermostat, a simple off and on
switch was to be located in the dispatcher' s office and a simple
thermostat in the cell area.,
Town Counsel asked why the coil was eliminated.
Selectman Garland responded apparently the cost.
Town Counsel stated than it has to be put back in.
Chairman responded that Town Fleeting eliminated it and we are
going to have to do something because as selectman Garland has
pointed out their are certain health requirements that we have
to meet.
I _
Selectman Garland stated that in regards to the thermostat,
Capital Systems would do it and we will have to pay for it.
The plans and drawings specifically indicate that where it is
now is improper.
Town Counsel asked if each cell is individually vented.
 _
