N <br /> MINUTES OF BOARD OF SELECTMEN' S MEETING <br /> October 29 , 1980 <br /> Present: Chairman George A. Benway, Jr. , Selectmen Chester A. Garland <br /> and B. Jean Thomas. Town Counsel was not available. <br /> 1. Meeting was called to order at 2: 00 p .m. by Chairman Benway. <br /> 2 . Nancy Blakeman brought to the Board' s attention an Invitation to <br /> Bid for C6nstruction of a Tennis Court, etc. , submitted by <br /> John Ferguson, Chairman, Mashpee School Building Committee , which <br /> appeared in local paper. <br /> After discussion, Chairman requested that an opinion be requested <br /> from Town Counsel as to whether or not this is in the jurisdiction <br /> of the Bond Issue and also, if Mr. Ferguson had a right to go ahead <br /> with this without the Board' s approval. Upon receipt of the opinion, <br /> Board will decide as to whether or not to meet with Mr. Ferguson. <br /> Nancy requested that the Finance Committee be kept informed. <br /> Nancy stated that she would like to make a comment in regards to <br /> repair work or whatever. She stated that she realized that anything <br /> under $2, 000. 00 doesn' t have to go out to bid, however, she felt that <br /> in the best interest of the Town when something does come up such <br /> • as repairs , that there should be at least two quotes of prices . <br /> Chairman stated that sometime ago a memo went out requesting that <br /> at least three proposals be obtained. There are times , however, <br /> when three proposals can' t be obtained and there are times when the <br /> situation is an emergency. <br /> Selectman Thomas stated that what she thought Nancy was referring <br /> to was the incident with the well. We did not know what kind of <br /> a problem we were going to run into. <br /> Chairman stated that it had to be handled in the way it was . Both <br /> Mr. Martini and Mrs. Anderson went out and tried to find people . <br /> The only person that we could get to drop everthing right then and <br /> come was Mr. Penini . This was an emergency situation. <br /> Nancy stated that there were people in Town that are qualified to <br /> do the work and would have at least like to have been extended the <br /> courtesy of a call. <br /> Selectman Thomas stated that calls were placed to Mills , Jacobson <br /> and from there it was who were we going to get. Mrs. Anderson <br /> knew where this man was working, and they went down there to see if <br /> he could come. <br /> is <br /> Chairman stated that he did not see anything wrong in the procedures <br /> that were used. <br />
