* Bos Administrative Meeting
x/26/81
Page 2.
The Executive Secretary directed the Board' s attention to his
Memo on Gerry halo, requesting their direction in the matter of
continuing her health 'insurance payments. chm. Garland asked if
he had di scus'sed the matter with the Personnel Board. Affirmative,
but he had come' away with nothing. sed.. Thomas asked how the Exec.
Secretary felt about putting her on extended leave. Exec. Secretary
said he would . abide by any decision- -- .he reminded the Board that
this is the last week the Town would be paying her whole salary --
after
--of er this, then, Town will just be picking up the difference in what
Workmen' s Corp. pays and her regular pay - which really is a negli-
gible amount, hm. Garland asked how long we might be forced to
carry her, or how long Workmen' s Comp. might do so. ExecutiveSecre-
tary said until a ,physician judged her ready to return to work. Chin.
Garland asked- how much .we are paying on her insurace -- Answer: $80
a month, or , ' as i the Town' s required share. Sel. Thomas stated
that in similar cases 'in the past, Torn Counsel has advised that the
Town continue paying benefits, so there are precedents for this, she
believes Gerry- was one of the former cases on which Town Counsel so
advised. she wondered if 90 days seemed like a reasonable u t f
time to continue paying benefits. Executive Secretary stated he would
check pn the former cases, and search out -opinions rendered ty Joe
Reardon.
Regarding the agenda, Chin. Garland stated he felt it could be pre-
pared .in a more buisnesslike. way -- he feels that there are times
when the Board is "spinning it' s wheels" waiting for the time for an
agenda item to appear. He doesn' t expect it to be as structured as
the School Committee' s, but thinks that most of the things listed
under "Action" could be placed on the Agenda itself. He also
questioned whether it was necessary to compile the list of "essential"
mail -- he feels if it is there. before, the Board, it is the rnemb ri
responsibility to road it. Chip. Garland feels it is an unnecessary
expenditure of time to have the mail listed. Sel.. Thomas said it
has been done in the past .partly for the Town Counsel' s benefit --
and now for Kevin, who doesn' t apparently have the .time to read all
the mail, Chm. Garland suggested that the Exec. Secretary contact
both Sel. O' Connell and -Joe Reardon, to find out if they feel it is
necessary to continue the practice, for the amount of benefit they
derive from it.
7 `Executive Secretary brought up the subject of the proposed Special
Town Fleeting, stating that many towns have such in the waning days
of the fiscal year. He pointed out that there are some overruns in
some of the smaller accounts , but none that would exceed the $19,000
remaining in the Reserve Account, if the Selectmen would prefer to go
that route. One .o f these deals with the- Highway Dept. Mr, Murphy
questioned how do -,_th -employees get the shoes to which they are
entitled. Ch. Garland stated he felt they were just purchasing then
on an individual basis - but he wondered if it wouldn' t be more e o-
norai.cal for the Town to have a representative of Knapp' s or some
other of the manufacturers of safety shoes , . come to the Town to take
measurements, and then buy the shoes in quantity. Executive Secretary
felt there would be a definite savings doing it this way. He will
look into this ratter.
