MINUTES OF ADMINISTRATIVE MEETING OF <br /> • BOARD OF SELECTMEN <br /> June 9, 1981 <br /> Present: Chester A. Garland, Chairman, B. Jean Thomas , Selectman and <br /> Joseph F. Murphy, Executive Secretary <br /> The Chairman convened the meeting at 11: 01 a.m. The Executive Secretary <br /> immediately began his briefing, as per attached. <br /> 1) The Personnel Board had forwarded a letter to Mr. Culp recommendina_ <br /> the appointment of Vernice Polka as Assistant Town Accountant, and <br /> recommending, in consideration of Vernice ' s past experience with the <br /> town, that the 60 day probationary period be waived. Sel. Thomas <br /> suggested the dates of her appointment coincide with those of the <br /> Town Accountant, which means her appointment would expire on June 30, <br /> 1984 . All present agreed on this policy, and approved the appointment <br /> of Ms. Polka. <br /> Sel . Thomas reported to ,the other members that there would be a <br /> meeting on Thursday, June 11, 1981 atll: 00 a.m. in Boston at the <br /> office of Commissioner Hicks , to discuss the South Cane Beach Pro- <br /> posal. <br /> e f <br /> Executive Secretary called the Selectmen' s attention to an invita- <br /> tion to attend a coffee and cake` partv :at the` Police Station in honor <br /> of Curtis Frye ' s birthday, recent promotion and' the success of the <br /> recent drug operation, on Thursday, June 11, at 3 : 00 p.m. <br /> 2) Regarding Item 2 , Kathleen Donnelly' s proffered resignation due to <br /> being out of the country for several weeks , the Executive Secretary <br /> recommended offering her a leave of ab Bence, without pay, and Per- <br /> hpas not guarantee her the same job at the same desk when she returns , <br /> but give her assurance that she would have a job with the Town. Sel. <br /> Thomas felt it would be a good idea to to grant the leave of absence, <br /> but it should be stipulated that this could not happen again next year. <br /> Chm. Garland felt we might want to shift some positions around at the <br /> end of the summer, or when Kathy returns. Exec. Secretary agreed that <br /> if we get someone "dynamite" in, we might want to keep her and that <br /> we will soon be looking for someone to fill the newly authorized posi- <br /> tion for issuing licenses and permits. All present agreed that the <br /> _person who comes in to fill that job will have to be a very good worker, <br /> and will have a great deal of work to catch up <br /> on Grace Erdman sug- <br /> gested the name of a person who might like to fill the vacancv while <br /> Kathy is gone. Executive Secretary was instructed to follow up on that <br /> suggestion. Chm. Garland emphasized that we must not allow Town busi- <br /> ness to be sacrificed, althouah it is a good opportunity for Kathy. <br /> Sel. Thomas asked if the new position has been advertised. The Exec. <br /> Secretary responded that it has been - to the best of his knowledge. <br /> P <br /> There followed discussion relative to the advertising of the Adminis- <br /> trative Secretary' s position, and the. Executive Secretary reported <br /> that the Personnel Board was preparing to place a blind ad in the paper, <br /> as they felt the Town' s image as an employer was being damaged by the <br /> frequent advertising of the same Position over and over. Returning to <br /> the discussion of Kathy Donnelly, and her value to the Town, Sel. <br /> Thomas emphasized that she was a good public relations figure for ,the <br />
