The Executive Secretary stressed <br /> that the new con ra tshould# ontai pro- rata provisions in this <br /> clause, <br /> w# <br /> The Hoard voted to concur with the position of the Personnel -Board <br /> as rendered on May. 22, 19814 <br /> The Board then sought guidance from Atty. Weld and ohm. Bach on the <br /> future plans. for administering the Fire Station, in the- period immediate- <br /> ly following the time when chief Willis ' resignation takes effect. <br /> Atty.. Weld recommended appointment of an interim chief for 3 months' . <br /> He Mould also go along with the suggestion of appointment of Iieu- <br /> tenants, as some kind of senior officer -structure is needed. But <br /> he could not advise having hath deputies and lieutenants . <br /> Sel. Thomas pointed out that this Board is looking for some peopl <br /> to take charge of each shift- - that some of the f ir'emen have told <br /> her personally they are looking for that- kind ind of leadership. <br /> ohm. Garland stated that theme has not been sufficient delegation <br /> of authority in the Fire Department. Part of that, he feels , is <br /> because the payment for accepting responsibility has been too <br /> Timeasley" - $3 . 00 per shift.. The chairman felt that we should not <br /> go to "Deputies" . as that would mean higher than d si eable salaries. <br /> tty. Weld stated that the decision on position titles is up to this <br /> Board, but that the decision should be made before next Noonday, when <br /> the Town will her -entering .into negotiations with the Firefighters ' <br /> Association. <br /> The Board agreed that 4 people are needed, and the Executive Secre- <br /> tary reminded them that they would meed .to male provision for <br /> vacation coverage for those positions. <br /> In conclusion, the Chairman stated that the new Chief cannot assume <br /> his job is a - - 5 one, that the new chief rust use his authority <br /> to delegate, and we must be fair and pay appropriately for those <br /> who accept responsibility. . He feels the Chief may not always <br /> want to delegate to the sane person on - a shaft/ <br /> The Executive Secretary suggested following through with appointment <br /> of a chief and 3 lieutenants, the lieutenants to he in chane of one <br /> shift each,- and 'in charge of one special area of the Fire Deart hent, <br /> as well, When the lieutenant is off duty, the Sensor' Officer. should <br /> designate a shift commander, and he should be paid appropriately. <br />
