Thomas asked who is going to be doing all the administrative
paper work down there, since the Deputy has been doing. it, and
he is leaving. The present Clerk/Dispatcher isn't required to do
that under the present job description* The job should be up-
graded o corer that.
The Executive secretary asked for explicit direction in the appoint-
ments to be rade. - The Board felt there should be 3 lieutenants ,
and an 'facting lieutenant" ,to be appointed when one is absent.
IL
The Beard discussed the- amount over. 'present salary- to salar be paid to-
those assuming the appointment as lieutenants, and the differential
to be paid to those assuming the responsibility ,. s, ,'acting lieu-
tenants" for a shift,
Atty. Weld reported that Mashpee is now; using 3 people on a rescue
run - this could be cut 'ba 1 .;to 2, as many towns ",-are doing. The
Executive Secretary acknowl'ed'ged that 3 may be a luxury, but it is
a desireable one, in his opinion. Perhaps the number being called
back could be reduced, however. He feels- that the Firefighters
should be doing more of the dispatching, that .the Clerk should only
be doing so when the Firemen were out on calls. Chm. Garland stated
that he' would like t see someone at the console all the time
Atty. Weld reported that the question of requiring firemen to do
maintenance work is now under consideration at the bargaining table.
They aro also looking for' guarantees that he would not recommend
accepting.
The Board returned to the discussion of appointing an Interim Chief.
The name of one interested party was mentioned, and the Executive Secre-
tary was directed to contact him to confirm- his -interest, and perhaps
have him appear before this Board. % .
John weld advised allowing someone from outside the Department se-
lect .those to fill -the lieutenant slots. Sel , Thomas agreed that
was a good idea, and - noted she had requested outside h 1p in se-
lecting a Fire Chief, ,
Sed.. Thomas reported that at a recent Inas s. $l unicipal Personnel
Meeting on contract Negotiations , it was emphasized that it was
.important to get supervision white collar) individuals out of the
unions, Seperate them out - they may form their own unions , if
they desire. ' John weld pointed out it would be necessary to go to
the Labor Board to permit this - but it should be done. The Execu-
tive Secretary felt if this is our intent, the time to go to the
Labor Board is now.
Mr, Rich was concerned that this would make the lieutenants feel more
like -Chiefs than Indians , But Set. Thomas stated that they will
have to make decisions and be responsible for therm. Chm. Garland
stated that most contracts don't allow supervisory personnel to -be
in the same unions. Atty. weld said some are in the same unit, but
have seperate bargaining units. This should be the . Board of Select-
men's decision, Chm, Garland concluded that the 3 lieutenants should
not be part of the rank and file union' but be in a seperate category.
