BOS Administrative Mtge <br /> 6/22/81 <br /> Page 6 . <br /> Regarding Highway Dept, appointments , Executive Secretary had provided <br /> a memo containing information not previously supplied to Selectmen, <br /> reflecting the negative feelings, based on experience, held by the <br /> Superin'tenden of Streets towards one of the appointees , He preferred <br /> the appointment of Paul Haddad, rather than Gary Hicks , for the tempor- <br /> ary -appointment. chm. Garland felt this Board should accede to the <br /> the Department Head' s judgment* Sel. Thomas pointed out that when <br /> the Chm. of the Personnel Board, James Rich, had- been before the Board, <br /> they agreed with him on the appointment of Gary Hicks , and that Mr. <br /> Rich had made quite clear that Mr.. Hicks had had previous problems . <br /> hm. Garland .still f is we~ should accept the Highway uperi.ntendent.' s <br /> recommend tid ,F and ' that this Board should always ask for a department <br /> head' s recommendation prior to making an -appointment, and the depart- <br /> ment head'■ recommendation should be followed, At this point, -return- <br /> ing <br /> r'etur - <br /> ing to the appointment pending in the Treasurer's office, Sel. Thomas <br /> questioned whether this Board had the right to appoint employees to <br /> work. under other- elected of f i i.al s . It was <br /> suggested by the' Selectm bn that he talk with the Superintendent of <br /> Streets, huxt they agreed in principle that the sigma should not now <br /> A. <br /> he there. <br /> 17 ) Regarding the present policy of having our Clerk affix beach stickers <br /> to cars , the Executive Secretary reported that the policy is causing <br /> some hostility. However, the Selectmen agreed to adhere to the present <br /> policy, feeling it was eliminating quite a, ]pit of abuse of the stickers <br /> by preventing them from being passed around, <br /> On other beach matters , the Selectmen expressed concern about the <br /> policing of the beck for' overland vehicles. They also asked. if' the <br /> forms -were ready for the beach attendants - since the Beach is' schedule'd <br /> to open this Saturday, the 27th. The Executive Secretary reported that <br /> they would be ready., and that orientation for summer beach personnel <br /> would take place on Friday. <br /> Relative to the position of Recreation Director, the Executive Secretary . <br /> reported that letters have been sent to all applicants who had applied <br /> for - the full-ti.me position, to inquire if they were interested in the <br /> new part-time position. He has also talked with lir. Liberty, who has <br /> put -a notice in the teachers ' newsletter, informing there of the open- <br /> ing, <br /> The Executive Secretary pointed out that an interim Recreation Director <br /> is needed immediately, before this week-end, to sign vouchers , act in <br /> an emergency, etc, Did the Selectmen wish to appoint the Executive <br /> Secretary to act in this position temporarily <br /> Sel. Thomas asked if we have applicants who are really interested in the <br /> position. Executive Secretary assumes so, from responses , but rate of <br /> pay must be determined. It was suggested that the Police Department <br /> should be alerted to the fact that there is no director at. present, so <br /> they can perhaps be giving a little extra attention to Beach. The <br /> Executive Secretary stated he will be stopping by on Saturday and Sunday <br /> this, week-end. Sel. Thomas stated it would be a good idea to arrange <br /> with a hank to have a place to drop the. money on Saturday night', as <br />
