NOTES ON ADMINISTRATIVE MEETING <br /> Board of Selectmen <br /> • September 22 , 1981 <br /> Present : Chm. Chester A . Garland , Set . Jean Thomas, Exec. Secretary Joseph <br /> Murphy, Jr. <br /> Jerry Monaghan of the Popponesset Association appeared at the meeting to <br /> discuss the placement of rocks at the Spit . Chm. Garland suggested that <br /> Mr . Monaghan send a request in writing to this Board to have the rocks <br /> moved ; the next step will be to get the approval of the Andrews ( who own <br /> the property) before the rocks will be touched by the Town . There is a <br /> question as to whether they were replaced exactly as they had been before <br /> they were moved to allow for the restoration of the barrier beach. <br /> s <br /> 1 ) The Executive Secretary presented a request to t-he Board which had been <br /> made verbally, asking that the members of the Board grant a,pproval for <br /> the moving of a pole by the Telephone Company, without the formality of <br /> holding a Hearing . Mr. Murphy stated that he would prefer that the <br /> Board abide by the formal process as required by law. Otherwise, it is <br /> concieveable that the Board could be put into a difficult position in <br /> the event of a misunderstanding . Both Set . Thomas and Chm. Garland <br /> supported adherring to the formal , legal process. <br /> 2 ) Mr. Murphy presented to the Board a letter which had been received from <br /> Mr . Lashley and Mr. May, requesting a 30 day suspension of their licenses.; <br /> The Executive thinks it would be in the best interest of everyone to <br /> • grant the r2quest for suspension . He stated stated that it would be good <br /> to have a healthy, thriving restaurant business in that establishment. <br /> Chm. Garland stated he had learned that the loan which had been applied <br /> for to purchase the building had been approved by a Worcester Bank. Both <br /> Selectmen agreed to the advisability of the 30 days suspension , which <br /> could be extended if necessary. <br /> 3 ) Both Selectmen agreed it would be a good idea for Mr . Murphy to meet with <br /> Col . McNamara regarding the problem of access to Mrs. Harding" s property <br /> over Back Road to Old Hollow Road . <br /> 4 ) Mr . Murphy reported to the Board his plans to hold the Revenue Sharing <br /> Hearing on October 7 , at 2 : 30 in the Cafeteria at Town Hall . Both <br /> Selectmen agreed to the plan . Set . Thomas asked how much we have in the <br /> account now? Mr. Murphy said approximately $ 150 , 000, and we will be <br /> receiving $ 111 , 000 more . There are rumors that this may be the last year <br /> this kind of money will be received . Mr . Murphy suggested it might be a <br /> good idea to write to our national representatives, Sens . Kennedy and <br /> Tsongas, and Rep . Studds, to ask them to support legislation for contin- <br /> uing this aid to the cities and towns . Mr. Murphy related that part of <br /> the problem is that the governors are asking to have this activity con- <br /> tinued , but some of them still have surpluses . which hurts the cause. <br /> 5 ) Regarding his plans for the auction , Mr . Murphy stated he is suggesting <br /> holding it in the afternoon so that school kids can attend and bid on the <br /> • bicycles, if they are interested . He is scheduling it in November, when <br /> there will be primarily locals in Town , as he feels they should have the <br /> first chance . He is suggesting including the old van from the school de- <br /> partment , which needs much .work. Mr. Garland said just to be sure that <br /> everything we have around is included . <br />
