NOTES ON ADMINISTRATIVE MEETING <br /> BOARD OF SELECTMEN <br /> •. November '3 ,' 1981 <br /> 1 ) Regarding the Hooppole Road petition, Mr. Murphy explained the <br /> Selectmen would have to decide what "public necessity" required <br /> to be done on the road. . . .how much and what kind of work would be <br /> involved. Chm. Garland questioned what the Executive Secretary <br /> meant when he said the Assessors had certified the signatures "in <br /> a fashion" . Mr. Murphy read the unsigned notice of certification <br /> from'-the Assessors . Mr. Garland said he was concerned about that <br /> kind of certification in the event of a challenge by the opponents . <br /> Mr . Murphy suggested checking, with Town Counsel to see if there <br /> could be any kind of problem in the event it was necessary to defend <br /> the certification of signatures on the petition. The Selectmen <br /> agreed to this course of action. <br /> Sel. Thomas stated she felt the funds for these repairs should come <br /> from from .the account set aside for that purpose, rather than the <br /> Legal and Engineering Account as suggest in the Memo. Mr . Murphy <br /> explained that some engineering work would have to be done first. <br /> Sel . Thomas said that after the Selectmen' s discussion with Mr. Jacob- <br /> son, she thought the understanding was that these kind of questions <br /> would be brought before Town Meeting, after the Street Superintendent <br /> had done a survey and established some order of priorities. Mr. Mur- <br /> phy stated that as layme�, he didn' t see how we could say what was <br /> . necessary in the way of repairs , and what it would cost. Chm. Gar- <br /> land asked the figures given originally for bringing the road up to <br /> specifications of the Planning Board. Answer: $250 ,000 . Mr. Murphy <br /> said that of course, this petition doesn' t mean going to that extent, <br /> but the Selectmen would have to know what it would cost to do what is <br /> absolutely necessary. Chm. Garland checked the amount in the Emer- <br /> gency Repair Account, and found it to be approximately $13 ,500. None <br /> was appropriated this year. Mr. Murphy stated that Engineer Rowley <br /> was coming down to look at the cemetery tomorrow, and he will ask him <br /> to look at Hooppole Road and give the Selectmen a ballpark figure of <br /> what he thinks it might cost to do the repairs that are absolutely <br /> necessary. Sel . Thomas stated that perhaps the work could be phased in. <br /> Chm. Garland agreed , and it was decided to check with Jake to find out <br /> how much time would be involved for the Town to do the labor. Sel. <br /> Thomas stated that we may have to go to Town Meeting after we get the <br /> estimate. Mr. Murphy agreed with Sel. Thomas that it might be a good <br /> idea to include the word "engineering" in the "Temporary Repairs" article <br /> for the next Annual Town Meeting. The Board authorized Mr. Murphy to <br /> have Mr. Rowley and Jake provide estimates. <br /> 2 ) Regarding the AARP purchase of a cane for the Selectmen to present to <br /> Mashpee ' s oldest citizen, Chm. Garland thought it was a good idea, and <br /> told the Executive Secretary to have Tom McGuire "run with it" . <br /> 3) Mr. Murphy discussed with the Board whether they would want to have the <br /> assignment of Town Meeting articles take place at the regular meeting on <br /> Wednesday, or after the Warrant Review Meeting Wednesday night. It was <br /> decided to have the assignments made at the regular meeting on Wednesday. <br /> Sel. Thomas asked the total amount of money being requested at the <br /> Special Town Meeting. Mr. Murphy responded: Total amount $133 , 826.00 { <br />
