BOS Admin. Meeting <br /> 11/4/81 <br /> Page 4. <br /> regarding his working schedule. Sel . Thomas suggested we should have <br /> him in for another discussion, after the Town Meeting. Mr. Murphy <br /> feels that is essential. Mr. Garland observed that if he doesn't in- <br /> tend to cooperate, and still doesn 't understand municipal finance, <br /> as soon as we obtain enough information to get the tax bills out, we <br /> should consider making a change. Sel. Thomas asked if Mr . Murphy had <br /> been given a copy of the balance sheet Mr. Culp was taking to Boston. <br /> He had not! All present felt he should have been given one, to be <br /> passed on to the Selectmen. The Selectmen agreed that if there is a <br /> decision to terminate, it should be effective on the day it is re- <br /> quested. A discussion on this matter will be scheduled for next Tues- <br /> day. <br /> 4 ) Closing Hour for Liquor Establishments : Mr. Garland reported that <br /> there is mounting opposition to Mashpee ' s closing hour of 2 :00 a.m. ; <br /> Mashpee is the only town on the Cape with this protracted hour. There <br /> was a motor vehicle fatality in Barnstable a few days ago , resulting <br /> from some young people rushing to get to Mashpee after the Barnstable <br /> establishments had closed. Other communities are not happy about the <br /> present closing time established by Mashpee. The Selectmen were re- <br /> minded of a letter received last year from Falmouth, asking that this <br /> Board consider adhering to the same closing hour as other towns on the <br /> Cape, to avoid traffic problems . Mr. Garland stated he is also con- <br /> cerned about the judgement of bartenders in serving drinks; it was <br /> agreed that there isn't much this Board can do about that. However, <br /> Mr. Murphy cited a recent legal case in which the bartender was found <br /> responsible and held liable for serving when he shouldn 't have, so <br /> bartenders are risking bringing suits upon themselves when they serve <br /> a person who has over-indulged. <br /> Sel. Thomas wondered if we don 't have too many liquor-serving establish- <br /> ments in Town. . She stated we can limit those, as well as the number of <br /> gas stations. Mr. Murphy questioned that, as there is a state quota <br /> system in place. The Executive Secretary reported that he is having <br /> the Town Clerk research old records to determine if Mashpee ever accepted <br /> the statute allowing liquor licenses to be issued to private clubs. Mr. <br /> Garland provided some background information on the former Great Oak/ <br /> Seabury Club, and how it came into being. <br /> Both Selectmen present felt it was time that Mashpee adhere to the <br /> same closing hour for liquor establishments as other towns on the Cape. <br /> They recognized that there could be expectedNiisome opposition from the <br /> club owners , but feel that most of the residents of Mashpee would res- <br /> pond favorably to such an action.
