' <br /> BOARD OF SELECTMEN <br /> • TOWN OF MASHPEE <br /> MEMO <br /> TO: Board of Selectmen <br /> FROM: Executive Secretary <br /> DATE: November 25 , 1981 <br /> RE: Animal Control <br /> As per previous discussions, I have discussed with Chief Frye <br /> concerns of the Board relative to the operation of the Animal <br /> Control/Dog Officer Department. Specific concerns of the Board <br /> relate to productivity of the incumbent, accountability of any <br /> individual within this administrative structure and overall <br /> efficiency of our operation. <br /> I recommend the Town eliminate the current full-time Position <br /> and turn over all equipment of the department to the Police Depart- <br /> ment effective July 1, 1982. Services currently provided would be <br /> continued by Special Police Officers under immediate control of <br /> the Chief of Police. <br /> I feel the Board is within its legal authority to take this <br /> action immediately. Consideration should be given, though, to <br /> work for implementation through the budget process at Annual <br /> Town Meeting. This would give voters the opportunity to decide <br /> this issue. There is a significant hazard in waiting for Town <br /> Meeting action. Should the incumbent feel that his position might be <br /> eliminated, there is a strong likelihood a work-related injury <br /> could occur before June 30. <br /> My proposal is based on the whole on one raised by former <br /> Chief O'Connor in April 1980. <br /> Vehicle <br /> The present vehicle of the Animal Control Officer would be <br /> returned to the Police Department for use by the officers . It <br /> would be kept at the Police Station, where it would be left when <br /> not in use. The vehicle also would be available for waterways <br /> patrols to pull a boat and trailer, should one become available. <br /> Accountability <br /> Complete daily activity report. <br /> Case numbers issued to each and every call for service - <br /> a report required on all calls for service. <br /> Officer will report on and off duty in person at police <br /> headquaters. <br /> Y15 �A, <br />
