' BOARD OF SELECTMEN • TOWN OF MASHPEE MEMO TO: Board of Selectmen FROM: Executive Secretary DATE: November 25 , 1981 RE: Animal Control As per previous discussions, I have discussed with Chief Frye concerns of the Board relative to the operation of the Animal Control/Dog Officer Department. Specific concerns of the Board relate to productivity of the incumbent, accountability of any individual within this administrative structure and overall efficiency of our operation. I recommend the Town eliminate the current full-time Position and turn over all equipment of the department to the Police Depart- ment effective July 1, 1982. Services currently provided would be continued by Special Police Officers under immediate control of the Chief of Police. I feel the Board is within its legal authority to take this action immediately. Consideration should be given, though, to work for implementation through the budget process at Annual Town Meeting. This would give voters the opportunity to decide this issue. There is a significant hazard in waiting for Town Meeting action. Should the incumbent feel that his position might be eliminated, there is a strong likelihood a work-related injury could occur before June 30. My proposal is based on the whole on one raised by former Chief O'Connor in April 1980. Vehicle The present vehicle of the Animal Control Officer would be returned to the Police Department for use by the officers . It would be kept at the Police Station, where it would be left when not in use. The vehicle also would be available for waterways patrols to pull a boat and trailer, should one become available. Accountability Complete daily activity report. Case numbers issued to each and every call for service - a report required on all calls for service. Officer will report on and off duty in person at police headquaters. Y15 �A,
