F <br /> 4L <br /> NOTES ADMINISTRATIVE MEETING <br /> December 1 , 1981 <br /> The Executive Secretary explained that curt Frye was taking <br /> vacation day, and so- he had excused hire from attending this meeting <br /> and will reschedule a time for him to meet with the _ Board later, to <br /> discuss nis reorganization plan, and animal officer operation, <br /> lRegarding Morris Kirsner' s visit, Sel. Thomas asked if this was to <br /> discuss the MacDonald case? Mr. Murphy stated it was mainly to dis- <br /> cuss the Tribal Council 's case, but could also touch on the MacDonald <br /> case. Sel. Thomas stated she would want Town, counsel present if they <br /> were going to get into that. as Mr . Reardon has been so involved in <br /> the MacDonald case. Agreed. <br /> 2 AlarmBy-Law; Mr. Murphy explained the futility of municipal buildings <br /> being included , as the penalty would be paid and then deposited into <br /> the sane account. But, he continued,. Town counsel advised - that it <br /> would be possible, and more appropriate, for the Selectmen to take <br /> action to exempt municipal buildings. Under the proposed By-Law, an <br /> establishment would be allowed 3 shots , and after that number of false <br /> alarms, they would be subject to penalty. Sel, Thomas pointed out <br /> that over - 90% f our alarm responses are false, and this was ubstan- <br /> iated by the statistics provided by Greg Willa.s when he was Fire Chief. <br /> It was obvious that United Church village and Pilgrim' s Pride are res- <br /> ponsible for most of the calls. It was conceded that any system can be <br /> faulty, but there is no reason for these faults to be allowed to con- <br /> tinue over a long period of time. <br /> el. Thomas asked if there was any way we could eliminate having the <br /> calls go into our Fire/Police stations? Mr. Murphy responded yes , we <br /> could. The alarm company will tie then into anywhere that is specified* <br /> However, this would delay the response, and in the case of Pilgrim' s <br /> Pride horsing Hone, this could be critical , Cm, Garland asked if we need <br /> to send the entire fleet? He has been discussing this with Chief Gould, <br /> who feels it is necessary to send the ambulance and truck on each alarm <br /> from Pilgrim' s Pride - but not to other places . <br /> All agreed that to handle the matter economically, by stipulating a <br /> money penalty, was the best way to handle the situation. Sel. Thomas <br /> suggested we try this approach first, and if that doesn't work, we <br /> may have to take more drastic measures , <br /> Mr. Murphy pointed out that the new site manager at United Church- Vill- <br /> age <br /> hurch- vill-age is trying hard to clean up that place, and eliminate some of the <br /> trouble-makers . <br /> The Selectmen agred that the question should go on tomorrow' s Agenda , <br /> for approval and acceptance for inclusion in the Town Meeting warrant# <br /> Mr. Murphy asked the Selectmen to review the revised fee schedule he <br /> has presented, dealing with liquor establishments , primarily. If the <br /> Hoard concurs' with the increases he is recommending, he will look at <br /> other fees that may be clue for increases , also. <br />
