<br /> Chm. Garland then asked Mr. Culp, "Do you feel .you have done
<br /> all . in your power and effort to meet these deadlines?" Mr. Culp
<br /> responded, "Yes , _I expected to' do the form on the afternoon of
<br /> the 30th, but I was ill on that day. Chm. Garland then said,
<br /> "You're saying the information: needed would have been available to
<br /> you only on that day. " Mr. Culp said, "Yes , that' s what I 'm saying. "
<br /> Sel. Thomas then said "I should think you would have come in early
<br /> that day to do it. " ' the Town'= Accountant said, "my wife .said, when
<br /> she phoned thatLI, was ill', `if `there;were any problems , I could be
<br /> called. " sel . Thomas 'asked, if when his wife had called, she had
<br /> delegated the responsibility to anyone else on his behalf? Mr
<br /> Culp responded"No., Mi. !Murphy stated that on. the prior day , Mr.
<br /> Culp had not reported� .to work until;• 3 : 40 . g 'Chm. Garland said remarks
<br /> at this time should' be limited 'only to' the handling of the shellfish
<br /> report incident. But he 'continued, that 'he . doesn' t feel Mr. 'Culp has
<br /> the Town' sibest interest at ,heart' iHe' i_s not convinced that 'this re-
<br /> port could not have been done earlier. '- from the evidence, it would ,
<br /> appear ,that it ,could, have been.
<br /> Chm: Garland reminded Mr.. Culp of the.,remarks that had been put to
<br /> him previously,, both verbally and in writing, about his attendance and
<br /> performance. ,He 'emphasized, "Twill not tolerate this sloppy work!
<br /> He continued by stating to Mr. Culp that the citizens of this Town pay
<br /> him a reasonable salary, and they. are ,not,getting a reasonable return
<br /> for it.
<br /> • Sel: -'"homas stated; "We are not happy with your job -performance , Do
<br /> you intend to submit, your resignation by February first?" Mr. Culp
<br /> answered that that depends, on circumstances . .Chm. Garland urged him to
<br /> face the issue and respond asquickly as he can.
<br /> Mr. Culp ,said if this Board had done -this last year, as they should have,
<br /> things would have been different when he arrived. He stated they are
<br /> being unfair .-by blaming him for the condition the books were in then.
<br /> Again, Chm. Garland urged him ' to bring this issue to .a, conclusion as ,
<br /> soon as possible .
<br /> He reminded Mr. Culp that a document had been prepared for him by this
<br /> Town' s attorney, as a curtesy, several weeks ago. Mr. Culp was to take
<br /> -
<br /> • some action, but he has been stalling, Chm. Garland said, claiming his
<br /> attorney. is reviewing it. He concluded, "You are going to force us to
<br /> do something, if that is your intent:"
<br /> CHIEF GOULD , FIRE DEPARTMENT
<br /> Chief Gould, who had been unable to appear when originally
<br /> scheduled. in December, was before the Board to discuss the pro-
<br /> cedure the his department follows in response to accident emer-
<br /> gency calls . He. stated that, following discussions with Chief
<br /> Frye , he is no longer sending an engine in response to each such '
<br /> call , but he is sending an ambulance . Both Chiefs feel it is not
<br /> fair to place- the determination of need for an ambulance on the
<br /> shoulders of .a police officer when he arrives at the scene -- there
<br /> are already too many other demands on him at the scene of an acci-
<br /> dent.
