B?S meeting <br /> 2/31/82 <br /> Page 6 . <br /> • ARTICLES (continued) <br /> 13) Possible Articles : <br /> 1) Chairman Garland reviewed the problem. of water at the Fire <br /> Department. He reported that the filter that was installed <br /> has helped, but it is having to be replaced abnormally often. <br /> A commercial filter could be put in, at a cost of $500 to <br /> $600 . A new well would cost quite a bit more than that. Sel. <br /> Thomas pointed out that a new well doesn 't always solve the <br /> problem, anyway. The school has a commercial filter. <br /> Agreed: No Article for now -- let them continue on the way <br /> they have been for the present. <br /> 2) Water tank at Sr. Citizen Center. That problem has been solved. <br /> 3) No Article on yard sale permits for now, although flea markets <br /> should have a permit. Sel. Thomas pointed out that some towns <br /> make a lot of money from selling yard sale permits -- but those <br /> are larger towns, for the most part. <br /> 14) Petition Articles : <br /> • Scanning the petition Articles , Sel. Thomas pointed out the request <br /> of the Community School for a revolving fund. She said she has a <br /> problem with some of these accounts , as they take awav from budget <br /> control . Seh specifically mentioned the Beach Revolving Account, <br /> which amounted to over $10 ,.000 last year. <br /> Mr. Murphy wondered if this would not be an appropriate time to re- <br /> quest an opinion of Town Counsel on not allowing public facilities <br /> to be used for programs that are not accessible to all residents . <br /> The Selectmen agree that this is a question that should be answered <br /> before another school year begins . <br /> Mr. Murphy said the Legislature has set up revolving account authority <br /> to that a Town can only place a certain amount in such an account, and <br /> an account can only contain a certain amount at certain times -- but <br /> this legislation has a number of loopholes , he conceded. <br /> Sel. Thomas said ' it is not fair to other Town departments that don't <br /> have the opportunity to create such revolving funds to expand their <br /> operations. It really amounts to a "slush fund" , she said. Regarding_ <br /> the Beach Revolving Account, Sel . Thomas wants to know how much was <br /> collected last vear? How much was spent? How much is left?
