BOS Meeting <br /> Page 5 . 2/3/82 <br /> ARTICLES FOR ANNUAL TOWN MEETING <br /> • 1) Two Articles from Government Study Committee ; it was Pointed out <br /> that they have not fulfilled their charge of last year, but Sel. <br /> Thomas said whether or not the committee continues should be a <br /> decision made by the people . <br /> Sel. Thomas asked members of the Press present to give some publi- <br /> city to the Charter Commission. . .there is aneed for people to take <br /> out petitions to run, to improve Mashnee ' s government. <br /> Mr. Murphy said he understood that the problem is the Government <br /> Study Committee can' t get a quorum together to take any actions . <br /> Sel. Thomas said it should be left up to the people . O.K. for Warrant. <br /> 2) Petition to accept Deerfield Road. Sel Thomas said Mr. Jacobson is <br /> supposed to be setting up road priorities . Mr. Murphy Pointed out <br /> that the petition contains only 8 registered voters . What is im- <br /> portant is whether or not they are land-owning abutters . The petition <br /> has been sent to the Assessors for certification. <br /> 3) Library Article to transfer funds from Dog Tag Account. O.K. to <br /> place in Warrant. <br /> 4) Article to create pension fund. Selectmen agree to place in Warrant. <br /> 5) Jet skiing. Final version submitted by Harbormaster. Approved for <br /> Warrant. <br /> 6) Disorderly Conduct By-Law requested by Police Chief. Approved by <br /> Selectmen to go into Warrant. <br /> 7) School Article requesting storage facility at playing fields. Chm. <br /> Garland asked if they want to use the portable? Mr. Murphy said they <br /> aren't sure, but are requesing $8 ,000 to give themselves come flexi- <br /> bility in the decision. That way, they may either take a portable , <br /> or build a new one. Approved for Warrant. <br /> 8) Personnel Administration Article. Mr. Murphy will forward this to <br /> Town Counsel when it is available . It will have to be revoted, since <br /> it was omitted from the Town By-Laws , in the latest edition. Approved <br /> for Warrant. <br /> 9) Fire Department Articles 1 through 5. All accepted for Warrant. <br /> 10) Street Lighting proposal -- Selectmen agree it should be omitted as a <br /> By-Law, but be adopted as an administrative policy. <br /> 11) Changes in appointment procedures by Board of Selectmen: this is being <br /> reviewed by Town Counsel. <br /> 12) The two Home Rule Petitions must be initiated by this Board. Chin_ <br /> • Garland said we should get squared away on who appoints the Plumbing <br /> Inspector. <br />
