The Town of Harwich has a by-law <br /> which I am familiar with and which has .been upheld in Court. <br /> This by-law reads as follows : <br /> I'No person shall, behave in a rude, indecent or disorderly <br /> manner or use profane, indecent or insulting language, <br /> or shout, screem and/or utter loud outcries without <br /> reasonable cause in any public place in the Town to <br /> the annoyance or disturbance of any person there being <br /> or passing, or 'loiter on any sidewalk or street or about <br /> doorways or places of. business to the anoyance or disturbance <br /> of any person'. . <br /> No person, except any :off icer of the law in the performance <br /> of his duty, shall enter upon or remain upon the premises <br /> of another with the intention of peeking, spying , or looking <br /> into the window, door, or other apeture of a house or other <br /> structure, in any manner or upon any person or persons therein. <br /> It shall be unlawful for any person to consume alcoholic beverages <br /> on public highways or in public parking places , including vehicles <br /> thereon, within the town of . . . . <br /> It shall be unlawful to dump or cause to be dumped any rubbish <br /> or refuse on any land within the town without a permit from the <br /> owner and in no case within 100 feet from a highway, except where <br /> a permit is given by the Board of Health. <br /> No person shall dump or cause to be dumped in any sanitary landfill <br /> • maintained by the town, any rubbish or other material brought from <br /> without the limits of the town. " <br /> I furnish the foregoing to you merely for illustrated purposes to <br /> indicate a by- law that has withstood judicial scrutiny .. <br />
