MINUTES OF MEETING OF BOARD OF SELECTMEN <br /> • February '1'0',' l8M <br /> Present: Chairman Chester A. Garland, Sel. B. Jean Thomas, Executive <br /> Secretary Joseph F . Murphy, Jr. , Town Counsel Joseph J. <br /> Reardon. Absent: Sel. Kevin D. O'Connell (reported ill) . <br /> The meeting was convened at 2 : 00 by Chairman Garland; Sel. Thomas moved <br /> that the Minutes of January 27 and February 3 , 1982, be accepted as <br /> written. It was a vote. <br /> OLD BUSINESS <br /> 1) Chairman Garland read a letter from the Building Inspector, <br /> Harold Collins, to the Board responding to it' s request for <br /> a recommendation on the taxi permit discussed last week (see <br /> attached) . The Board voted to abide with the Building Ins- <br /> pector' s recommendation, and so notify idr. Derrick that his <br /> application. has been denied. It was decided that a copy of <br /> Mr. Collins letter should go to the Board of Appeals and the <br /> Planning Board, should the applicant elect to pursue the <br /> matter. <br /> 2) Chairman Garland reviewed the history of the award of bid for <br /> the printing of the Town Report for 1981. The bid was origin- <br /> ally awarded to Rene Press of Fitchburg, as they were the low <br /> •. <br /> bidder. However, the bid specifications called for a Perform- <br /> ance ance Bond to be presented in the full amount of the bid. Rene <br /> Press was not able to obtain the required bond, nor to present <br /> a letter from their insurance company that such a bond was forth- <br /> coming. Therefore, . they are considered to have forfeited the <br /> bid, as well as their bid deposit of $500. Mr. Murphy recom- <br /> mended that the Selectmen vote to award the bid to the second <br /> highest bidder, Lujean. That bidder has been contacted, and <br /> indicated a willingness to accept the bid at this late date. <br /> For this, and the reasons stated on the attached memo, the Board <br /> voted to waive the requirement for a permance bond. Sel. Thomas <br /> moved that the bid be awarded to Lujean' s; it was a vote. Chin. <br /> Garland asked the amount of both bids. Rene ' s: $3 , 200; Lujean' s: <br /> $3 , 938 .70 . . ' <br /> 3) Mr. Murphy had obtained balances in the present accounts for <br /> Legal and Engineering and Snow and Ice, and recommended that the <br /> following amounts be requested of the voters at the Special Town <br /> Meeting to be held this evening: $20, 000 for Snow and Ice; <br /> $60, 000 for Legal and Engineering. Moved by Sel. Thomas; a vote. <br /> NEW BUSINESS <br /> • 1). Regarding the information to be discussed on alarms going into <br /> Police and Fire Stations (see memo) , it was decided to defer <br /> this matter until it has been discussed with the two chiefs. <br /> They will be invited in for the Administrative Meeting next Tues- <br /> day. <br />
