y BOS Meeting <br /> 2/10/82 <br /> Page 2. <br /> • 2) Shellfish questions. Sel. Thomas reviewed her memo (see <br /> attached) . The project referred to is the one which Mr.' <br /> Courtemanche proposed to this Board a few months ago, and <br /> which the Board had approved. Chm. Garland stated that he <br /> has no objections to placing it on the ATM Warrant. <br /> Regarding the increased fees being recommended by the Shell- <br /> fish Warden, Sel. Thomas said she doesn' t like to do something <br /> that will be cutting back on our senior citizens ' benefits, <br /> but under the Town' s financial restraints, we must make as <br /> many programs self-supporting, as possible. She moved that <br /> the recommended fees .be adopted. It was a vote. <br /> 3) An estimate of the Town' s summer population must be sent to <br /> the A.B.C.C. before any seasonal liquor licenses may be <br /> issued. The Board decided to use the same figure as last <br /> year. Sel. Thomas felt that estimate is reasonable. Mr. <br /> Murphy stated it doesn't matter, the quota doesn' t change <br /> until the figure exceeds 15 ,000. It was a vote to use <br /> the present figure of 11, 000. <br /> 4) . Chm. Garland read the Application for Permit for a Flea Market <br /> from Dick and Ellie' s (Wasil) , requesting permission to be open <br /> three days a week this year, including Tuesday. Sel. Thomas <br /> • said we must remind the operators to be careful regarding pub- <br /> lic safety. They do a good job on week-ends. Mr. Murphy <br /> stated that this Board has the authority to require them to <br /> hire a police officer. Do you just want me to remind them that <br /> they are a traffic hazard, he asked? Chm. Garland said he felt <br /> they should be required. to hire a police officer. Sel. Thomas <br /> concured; at least during their busiest hours, and especially on <br /> week-ends.Chm. Garland suggested defering action on the appli- <br /> cation until we get the Wasil' s reaction on the requirement to <br /> hire a police officer. <br /> 5) Resolutions had been prepared to be sent to Mashpee' s Congress- <br /> ional Delegation (Kennedy, Tsongas and Studds) , requesting their <br /> support of legislation which has been proposed in Congress which <br /> would solve most of the problems involved in indian land suits <br /> which are now prevailing- in several of the eastern states. Chm <br /> Garland read the resolution, and reviewed the article pertaining <br /> thereto, which had appeared in the previous Cape Cod Times, taken <br /> from the Washington. Post. The members of the Board present voted <br /> to sign the resolutions, and to urge our townspeople to write to <br /> our Congressmen, . also. (see attached) . Specail Town Counsel <br /> Morris Kirsner called, and suggested a slightly different version <br /> of the resolution, which was not adoped. <br /> 6) Regarding the appointment of David P. Roddy to the Finance Com- <br /> mittee, as was being requested by that committee, it was pointed <br /> out that Mr. Roddy is an employee of Newtown. Construction Co. , <br /> which now holds the Landfill Contract with the Town. Town <br /> Counsel, who was present, explained that this was a case almost <br /> identical to that of Mr. Edgerly, elected last year to the School <br /> Committee. He explained that the gentleman would have to be <br /> designated as a "Special Municipal Employee"/ <br />
