Thomas stated that she has some very real concern about <br /> this procedure of designating so many people Special Municipal <br /> Employees. Are we in fact providing a vehicle which legalizes <br /> conflict? <br /> The big difference in this position, and those in other areas <br /> that have already had Special Municipal Employees designated, <br /> is that this one is on the .critical and sensitive Finance Com- <br /> mittee, which is charged with making recommendations on all <br /> financial matters coming before the Town. This will have to be <br /> explained to Mr. Roddy. when Mr. Roddy appeared later to in- <br /> quire about his appointment, Town Counsel stepped out of the <br /> room to explain to him why he could not be appointed. <br /> 2: 30 BOARD OF HEALTH RE: LANDFILL and PLUMBING INSPECTOR <br /> The Chairman of the Board of Health .acknowledged that they had just <br /> • been given the requested assignment schedules of employees of the <br /> Landfill Contractor, but he has not had an opportunity to review them. <br /> Mr. Murphy reported on incidents of harrassment and intimidation which!. <br /> have .been relayed to this office by residents who have gone to the <br /> Landfill. He stated that there have been a number of such reports <br /> reaching this office, not just once -- but several times a day, , o£ <br /> people claiming they have been yelled at, screamed at, and generally <br /> abused verbally. <br /> Sel. Thomas reported the case of a senior citizen, . a woman, who had <br /> purchased two stickers, but lost them. She was moving out of the <br /> area, so didn' t want to have to get a third, but when she went to the <br /> dump, the attendant had ,mistreated her -- so she stepped on the acceler- <br /> ator, and forced her way in. <br /> Sel. Thomas continued that our citizens are the most important com- <br /> modity in this Town; and unfortunately their services are costing more, <br /> but they certainly deserve curtesy. She feels there is a conflict be- <br /> tween the Board of Health and the Landfill Contractor, and our citizens <br /> are being caught in the middle. <br /> Mr. DePaul, President of Newtown Construction Co. (the Landfill Con- <br /> tractor) , was present, and said that he was shocked at these stories! <br /> During the month of January his attendants were told to. be lenient -- <br /> if there was even a piece of the sticker to be seen, they allowed <br /> • people to enter. But they were told to be more strict, so have been <br /> insisting on the stickers -- some people have forced their ways in, <br /> but these have been logged. He would like to confront these people <br /> who claim they have been mistreated, face to face. He reported that <br /> one lady had come in two consecutive weeks without a sticker. <br />
