Town Counsel referred to this Board ' s action in May, 1981 (see attached) , and provided the additional information contained in his Memo of this date. Sel. Thomas stated that she has some very real concern about this procedure of designating so many people Special Municipal Employees. Are we in fact providing a vehicle which legalizes conflict? The big difference in this position, and those in other areas that have already had Special Municipal Employees designated, is that this one is on the .critical and sensitive Finance Com- mittee, which is charged with making recommendations on all financial matters coming before the Town. This will have to be explained to Mr. Roddy. when Mr. Roddy appeared later to in- quire about his appointment, Town Counsel stepped out of the room to explain to him why he could not be appointed. 2: 30 BOARD OF HEALTH RE: LANDFILL and PLUMBING INSPECTOR The Chairman of the Board of Health .acknowledged that they had just • been given the requested assignment schedules of employees of the Landfill Contractor, but he has not had an opportunity to review them. Mr. Murphy reported on incidents of harrassment and intimidation which!. have .been relayed to this office by residents who have gone to the Landfill. He stated that there have been a number of such reports reaching this office, not just once -- but several times a day, , o£ people claiming they have been yelled at, screamed at, and generally abused verbally. Sel. Thomas reported the case of a senior citizen, . a woman, who had purchased two stickers, but lost them. She was moving out of the area, so didn' t want to have to get a third, but when she went to the dump, the attendant had ,mistreated her -- so she stepped on the acceler- ator, and forced her way in. Sel. Thomas continued that our citizens are the most important com- modity in this Town; and unfortunately their services are costing more, but they certainly deserve curtesy. She feels there is a conflict be- tween the Board of Health and the Landfill Contractor, and our citizens are being caught in the middle. Mr. DePaul, President of Newtown Construction Co. (the Landfill Con- tractor) , was present, and said that he was shocked at these stories! During the month of January his attendants were told to. be lenient -- if there was even a piece of the sticker to be seen, they allowed • people to enter. But they were told to be more strict, so have been insisting on the stickers -- some people have forced their ways in, but these have been logged. He would like to confront these people who claim they have been mistreated, face to face. He reported that one lady had come in two consecutive weeks without a sticker.
