BOS Meeting
2/10/82
Page 4 .
•Sel. Thomas asked him if he had been given a list of the stickers
that had been issued - with the sticker number, and who they had been
issued to - so that he could check off those who claimed they had bought
one? He said he had not been provided with such a list. All he can do
is take down the plate number, if he has to refuse them entrance. Sel.
Thomas then stated, "Apparently the Board of Health has the only record. "
Chm. Lawrence agreed that that was tnue, but that the Board of Health
has been replacing lost stickers.
Mr. DsPaul said that at a meeting in October with the .Board of Health,
he was told to use his discretion when people claimed they had lost their
stickers, or didn' t have it , for some reason -- because the Board was run-
ning out of stickers to issue.
Sel. Thomas said that the Board of Health is open from 8 - 4 o'clock. Is
Mr. DePaul there at the entrance at all times? Outside the trailer? No,
Mr. DePaul admitted, but when he leaves, he has someone else take his
place. Whoever is there now, has to sign in and out. Mr. Lawrence asked
who was there on Sunday? Answer: Mr. Roddy. Mr. Lawrence said that is
the name they keep getting complaints about.
Mr. Lawrence said, though, that he has been there and seen the Contractor
have to jump out of the way of pick-up trucks, etc: , who are forcing their
way into the dump. He said there are two sides to this story. He, also
said that some people just refuse to get stickers - claiming they are tax-
payers, and that is enough.
Mr. DePaul said he should be notified immediately if there is mistreatment
of anyone - so that he can determine who is doing it, and take corrective
measures.
Chm. Garland asked him if he logs the specifics. He answered "yes" . Mr.
Lawrence said all they can do at this point is write a letter warning the
people who barge in:
Town Counsel advised that they have the right to ask the police to bring
a complaint -if incidents continue. Then, the Town can prosecute .
Chm. Garland said all that we have at this time is hearsay - because no
one so far has been willing to make a written complaint, or sign a state-
ment. Town Counsel said it is essential to get documentation to take a
_matter to court.
Chm. Garland suggested that in the future, all details should be noted,
license numbers , especially. They we will have the police follow up, if
necessary. And in the future, anyone coming into Town Hall with a com-
plaint, should be required to sign a statement.
Town Counsel asked to bring up another subject while the Landfill Con-
tractor was present. He asked what was being done about the road to the
septage lagoon? The Contractor said he had begun filling it. Mr. Law-
rence confirmed. that that was b eing corrected.
Town Counsel advised that he will review the work schedules turned in, and
get back to Mr. DePaul.
