BOARD OF SELECTMEN MEETING <br /> • December 1 , 1982 <br /> 2 : 00 p.m. - Convene Meeting. <br /> PRESENT: Chairwoman B. Jean Thomas , Selectman Chester A. Garland, Executive <br /> Secretary Joseph F. Murphy and Town Counsel Joseph J. Reardon was <br /> available in the building. <br /> GUESTS : Mr. Tom Walsh, Ms . Jane Peterson, Mr. Ernest Virgilio Superintendent <br /> of Streets , and Vernice Polka Town Accountant. <br /> Motion by Sel. Garland to accept the minutes of the Administrative <br /> Meeting of November 22 , 1982 , and the Regular and Executive Meetings of <br /> November 24 , 1982 . Seconded by Chm. Thomas . This is a vote. Chm. Thomas <br /> recommends that three copies of the regular and executive session be forwarded <br /> to the Board of Health. Sel. Garland concurred. <br /> HEARINGS AND APPOINTMENTS : <br /> 2 : 00 p.m. - Mr. Ernest Virgilio , Superintendent of Streets , came to speak <br /> to the Board about Chapter 90 , funding on roadway repairs . <br /> He said he met with the Town Engineer, Mr. Rowley , to discuss <br /> projects that could be done through a State Force Work Account. <br /> He stated that the Town could do more with the State money by <br /> doing the work ourselves . Sel . Garland asked what was needed. <br /> Mr. Virgilio stated that it would require the Selectmen to <br /> write a letter stating a change of priorities . Discussion fol- <br /> lowed on the street priorities . Mr. Virgilio said that he <br /> would work very closely with Mr. Rowley: He also informed the <br /> Board that he is setting up a workshop with his men at the high- <br /> way garage . The workshop is to last for five months , and the <br /> men are to meet twice a month. He wants to teach them excavating, <br /> grading, site development, etc. This is to allow the Town to <br /> do projects on their own. Mr. Virgilio stated that there is a <br /> big advantage to the Selectmen changing their priorities . Chm. <br /> Thomas said that she felt Mr. Virgilio was very ambitious and <br /> fruitful . Mr. Virgilio stated that he would like to get this <br /> started by April , and he is hopeful his men will be ready. Sel . <br /> Garland asked if this was part of the General Laws . Executive <br /> Secretary explained that it is a variation of what we have been <br /> doing. He also explained that the Town would pay the personnel <br /> cost and we would get reimbursed from Chapter 90 . He suggested <br /> the Board accept the concept today, but time is needed to review <br /> this , as - some of the roads are not applicable to Chapter 90 . <br /> Sel . Garland moved to approve the concept of the State Force <br /> Work Account per Mr. Virgilio' s recommendation. Seconded. by Chm. <br /> Thomas . This is a vote . Superintendent of Streets asked if <br /> this gave him the okay to work with Mr. Rowley. Board said yes . <br /> Chm. Thomas complimented Mr. Virgilio on his work at the rotary . <br /> • She also said that the Board is receiving compliments about his <br /> men. Mr. Virgilio said they are a good group and they are willing <br /> to learn. He said he felt that if we were taking care of sewers <br /> and water departments we could do it. Board thanked Mr. Virgilio . <br /> for coming. <br /> 2 : 30 p.m. - On the scheduled meeting with the Board of Health in their office , <br /> Sel.. Garland suggested the Selectmen not attend until such time <br />
