He stated that it is a mess , and <br /> that it is disgraceful . He places the blame on the lack of accountability. <br /> He said the operator does not know who is in charge ,, <br /> The lagoons were also .discussed. Executive Secretary said that he had been <br /> taw <br /> ld that they were in- operation on Friday. He got a call on Monday - from, <br /> State agency and apparently they are operational . He was there and he <br /> a backhoe in the middle of one lagoon-, but hb was told it w-as operational. <br /> He also stated that there -is still at subcontract lean on this . <br /> Board left to go to the Board of Health office to discuss the memorandum <br /> Agreement. <br /> The 3:00 p.m-, Hearing on the Public Works Facility was delayed. <br /> 3 :00 p.m. - Chin. Thomas apologized for being late. She read the Hearing <br /> notice that was published in the Falmouth Enterprise on December 3. 1982 . <br /> PRESENT:NT: hm, Thomas , sel. Garland, Executive secretary Joseph F, Murphy, <br /> Town Counsel Joseph R. Reardon. <br /> -GUESTS: Mr, Chester sheets , 'Mr. Anthony Fioren'tini , Mr. Samuel Re , Mr. John <br /> Wyllie,, Mr, James Clark, Mr, James Fitzgerald and' Mr. Ernest Virgilio, <br /> all the memb f 'the :P.ub'li.-c_'.. rs--Stud'.-Committee, Mr. Harry Johnson. <br /> Chin. Thomas turned the meeting over to fir. Sam Re, -Chairman of- the Public <br /> Works Committee. Mr. Re explained that in early November the Committee had <br /> been formed to find a site 'and get' things going on a Public Works Facility. <br /> He said that originally they had four sites . The present location, that <br /> was disgarded. The second site was . n Central Road, the configuration was <br /> not right. Than they found out that the Town might not have the clear title <br /> n that land, The third site was at the Municipal Complex, this had no <br /> ntrance except the present one . They would have to cut through the present <br /> .ice parking lot. They considered, an other entrance, but the Town sloes <br /> not own that land. They thought of, building a road through old Barnstable <br /> Road, but that -would mean a driveway eight hundred feet long and it would <br /> have to be well lit as well as well drained. This would cost $50 ,000 . , and <br />
