He said that he has all the lots sold except one . <br /> He stated 'that this is quite a dilemma, especially where' no one wants to belong <br /> to the Association. - He said he feels he does not own the roads anymore ., <br /> He stated that this is where he stands right now. Mr. Buckingham said that <br /> it is like "no mans " land" . d It is a bad situation and morally he feels the <br /> Town is obligated but legally -we are not. He asked Mr, Decoteau from the <br /> County to speak. Mr, - D coteau said that when he inspected he found mosquito <br />. .lave . He looked. into the possibility of health threat or safety to children. <br /> Mr'. Buckingham said from the standpoint of the Board of Health they want to <br /> do their best to help clean this up. He said .that after. a rain, the water <br /> had settled and Chm. thomas said whin it freezes it is awful. Mr. Buckingham <br /> said that the Police and Fire Department can get around by the other corner. <br /> Mr. Blakeman. said that one cup of kerosene -could get rid of lava. Chm. asked <br /> Mrs. Polka if she -wanted to speak . Mrs , Polka stated that she lives in the <br /> area and has walked the area. She said that this 'is never dry except for <br /> three days a year. This is two feet deep at center. forty feet tang and about <br /> twenty to thirty feet in width. Her question was who will be held responsible <br /> f a �chi.ld drowns? Tern counsel said e is sure that the Town would not be <br /> sp onsi-bl. . Mrs . Polka feels a four foot fence should be built around it. <br /> Blakeman said he put up signs . - Mrs . Polka said children two years old <br /> cannot read. Mr. Blakeman asked Town Counsel at what point does an owner <br /> stop owning the land. Town Counsel explained. mr. Virgilio asked Mr. Blake- . <br /> man about a maintenance program in development, what size the catch basins <br /> were and if to soil had been put in to stop erosion. Mr. Blakeman said <br /> that►he took carte of these situations . hm. Thomas a ] d what Mr. Buckingham <br /> was looking for. Mr. Buckingham said that if it is declared health roblem <br /> they don' t have the money in their budget. Chm. Thomas asked Superintendent <br /> of Streets if he could get an estimate of cost to repair this road. Mr. <br /> Buckingham asked who the cost will be addressed to . Mr. Blakeman said that <br /> he has blocks and would- like to build three catch basins and dig a hole and <br /> run a i o first and to second. hrr . Thomas asked i f he had discussed <br /> this with Mr. Virgilio. Mr. Blakeman said that he did 'not know if it would <br /> work, but it might be a- possible solution, Town Counsel read the portion of <br /> the law pertaining to deeds and- private ra gs . hrr . Thomas said that Mr. <br /> Blakeman should get together with Mr. Virgilio our Superintendent of streets <br /> and see if this can be reoled. Chm. Thomas .also stated that when the <br /> Board gets the whop picture it will be taken from there. Mr. Buckingham <br /> said he hoped that it can be resol red& Board thanked everyone for coming. <br /> Motion el. Garland to adjourn. �eeonde by hm. Thomas .
