ti- <br /> ,. BOARD OF SELECTMEN NEE T I N <br /> February 9 , 1983 <br /> PRESENT: Chairwoman B. Jean Thomas., Selectmen Chester A, Garland and- Will <br /> Manson, Executive Secretary Joseph F. Murphy, Town Counsel_ Joseph <br /> J. Reardon. <br /> GUESTS: Mr. Tom Devane, .Ms . Jane Peterson, Mr.' Robert Sanders, Mr. Ernest <br /> Virgilio, Mr. Charles Hicks, Mr. William Chase . <br /> Chairwoman B. Jean Thomas convened meeting at p.m. <br /> Motion by Selectman Garland to approve the minutes of the 'February 2, <br /> 1983 Regular meeting. Seconded by Selectman Danson. This is a vote. <br /> HEARINGS AND APPOINTMENTS : <br /> .m. - Board held a public hearing on Commonwealth Electric' s request <br /> to install six poles on Lowell Road. No representative from <br /> Commonwealth Electric were present and no abutters . Sel . Garland <br /> asked who held the building permits on the project ..R. . Realty <br /> or -Lacava Executive Secretary said he did not know. Town Counsel <br /> said that the permits. usua-11y runs- with the land, but the Building <br /> Inspector should be notified. Sel . Hanson asked. who pays for <br /> the poles? Chem. Thomas said she would like' to see underground <br /> wiring and wished that their was a policy or the' Planning Board <br /> would get involved in this as it takes away from the natural <br /> setting. She also told Sel. Hanson that . the town does not pay <br /> for the poles. Sed. . Garland moved to defer any action until <br /> Town Counsel_ checks on the permits . <br /> 2 : 15 P.m,, -- Acting Fire Chief Chase and Acting Building Inspector Mr, Watson <br /> n <br /> came in to discuss and - get the Board input put on heat- and smoke <br /> detectors . Chief Chase -said that he feels the Fire Department <br /> should do the inspecting of wood stoves and smoke detectors . He <br /> has discussed this with the Building Inspector and they agree* <br /> Chief Chase said that if the Board allows thern to go ahead he <br /> would look at the plans, and show- the b ild r-.-where the smoke <br /> detectors should go. Sel, Garland stated that the law is presently <br /> in place and that it is designed for this purpose. Discussion <br /> followed. Chm. Thomas said that what they are looking for is <br /> some guidance towards a procedure and record keeping. � She also <br /> informed the Building Inspector to make sure that he had a sign <br /> off sheet. Sel. Hanson said that this should be done before an <br /> occupancy permit is issued. Discussion than continued on the <br /> fee for a good stove. Sel. Garland feels that $20 .00 is not <br /> to high, Chief Chase said that both he and the- Building Inspector <br /> feel that many people do not have their wood stove inspected <br /> because they feel it is to high, he has chocked with other towns <br /> and they both feel that $10 -00 is relative to their cost and. they <br /> are more concerned with the safety factor. Motion by Sel. Hanson <br /> to change the existing, fee of $20, 00 to $10 - 00 for inspection <br /> of wood stoves . Seconded by Chir►. Thomas . Sel. Garland said that <br /> ,he wouldg o along with the Board even though he- still feels this <br /> will. not make a difference, Chin, Thomas called for a vote. <br /> el . Hanson, yes , Sel. Garland, yes . This is a Note, Chmo Thomas <br /> thanked both the Acting Fire Chief and the Acting Building Inspector <br /> for their concerns . Sel. Garland asked if this required additional <br /> legal notice. Executive Secretary stated that it did. Board <br />
