f <br /> BOARD OF SELECTMEN MEETING <br /> August 1 , 1983 <br /> PRESENT: Chairman Chester A. Garland, Selectman. Richard L. Terry, Executive <br /> Secretary Joseph F. Murphy. <br /> GUESTS: Jane Peterson, Joyce Howell. - Robert Courtemanche, B. Jean Thomas , <br /> Arne Shaw, Don Blakeman and Fire Chief Edward Hartin. <br /> 6 :00 p.m. - Chairman Garland convened the meeting. <br /> Notion by Selectman Terry - to approve the minutes of the August 3 , 1983 <br /> meeting as written. Seconded by Chairman Garland. This is a vote. <br /> HEARINGS AND APPOINTMENTS : <br /> 6 : 05 p.m. - Ir. Robert Courtemanche carne to review with the hoard his responses <br /> to Mr, . Bomeyer Is. petition that was presented. to the Board on <br /> July 27, 1983. fir. ourtemanche-, Shellfish officer, stated that <br /> he would contact lir. Ho meyer and would gladly disbduss and respond <br /> to this matter with Mr. Home er who is a representative of the <br /> Monomoseoy Island Association or with any of their members .. <br /> hm. Garland suggested that his responses are quite clear and <br /> that it would be nice of Mr, Courtemanche to discuss these with <br /> then. <br /> Mr, Courtemanche explained that the Shellfish Department is only <br /> part time and that the Associations' arguments are -sound in some <br /> respects , but with cut backs and proposition 2�, he feels he can- <br /> not ask for a full time warden, He stated that his department <br /> answers most calls . However, they all have jobs , and they do <br /> the best they can <br /> hm. Garland said that there were two items in particular that <br /> was referred to. The first item was seeding and the second <br /> was the ability or right of bull rakes . Mr. Courtemanche said <br /> he would contact Mr,. Homeyer.. Board thanked 'Mr. ourtemanche for <br /> corning. <br /> OLD BUSINESS: <br /> 1. n the memo from the , Executive Secretary regarding the sign by-law <br /> article, Chm. Garland asked Mr, Murphy to paraphrase his request .to <br /> postpone the article, Mr. Murphy explained that the sign by-law is <br /> in the village Concept Plan which was approved at the last special <br /> town meeting, but it has - not been approved by the Attorney General yet <br /> and he has until September 2 , ' to do this . If -we male modifications <br /> to the torn signby-law in the September 12f 1983 meeting we could <br /> probably end up with no - sign by-law if the Attorney General does not <br /> approve the Village Plan. Be also stated that the Planning Board is <br /> going to. have a working session to discuss and review this article. <br /> Sel. Terry explained that there may beproblem with the wording f <br /> this article. Board concurred that those sections would be modified <br /> once the -Village Plan is approved. Sel. Terry said that the Planning <br /> Board should -male sure that the language coincide with the village <br /> Plan. hoard concurred that it should be ostponed until the Annual <br /> Town Meeting. Selo Terry asked Mrs ,,' B, Jean Thomas if she understood <br />
