MEETING OFBOARD OF SELECTMEN <br /> September 28 , 1983 <br /> PRESENT: chairman Chester A. Garland, Selectmen Willard L . Hanson and <br /> Richard L . Terry, Town Counsel Joseph J . Reardon And Executive <br /> Secretary Joseph F-. Murphy. <br /> GUESTS : Vernon Thomas , B . Jean Thomas # Jane Peterson , William Hanrahan , <br /> David Fisher and Francis H,rown from the New England Telephone <br /> Company. <br /> oo p .m.. - Chairman Garland convene-d the -meeting and the Executive <br /> Secretary, Joseph F. Murphy certified the time ,* <br /> Motion by Eel . Term to approve the minutes of the September 21 , <br /> 1983 Regular Meeting as written . Seconded by Chm. Garland . This is <br /> a vote . <br /> HEARINGS AMD- APPOINTMENTS <br /> Chan. Garland explained that .the individual who was schedld for the <br /> oo p .m. appointment had cancelled , there fore the Selectmen took up <br /> old And ' new- business until the next scheduled appointment . <br /> . OLD BUSINESS : <br /> 1 . Board reviewed the memo from the Executive Secretary regarding <br /> t callo rules and regulations. Executive Secretary explained <br /> - he p � sets u the fines . Executive <br /> that Eel . � anson had inquired a to who p <br /> Secretary said that the Shellfish-T Varden had been as} ed" and Mr. <br /> Co urteman the informed him that the fines are set by the State and <br /> that there is legislature going on now to up the fine as the fee <br /> is not high enough . Board agreed and Chr . Garland recommended that <br /> Mr. Murphy send letters to the Legislators in support of that <br /> legislation . <br /> NEW BUSINESS : <br /> 1 . Executive Secretary explained his memorandum relative to recall <br /> of elected officers . He stated that one section of the report <br /> of the Charter Commission last May that met with a number of <br /> favorable comments was a provision for recall of elected officers . <br /> He stated that the town cannot include such a provision in town <br /> by-laws . This can only be used by a town in case of a commission <br /> that has a charter that has such a section or has a house rule <br /> statute passed by the legislature . <br /> Executive Secretary therefore recommends the Board of Selectmen <br /> sponsor a home rule article to this effect at the Annual. Town <br /> Meeting. <br /> Chm. Garland said that he would support such an article . Eel . <br /> Hanson said that .he would have no objections . Eel . Terry asked <br /> if there were other provisions that should be picked up. <br />
