i <br /> MINUTES <br /> • JOINT MEETING OF SELECTMEN AND PLANNING BOARD <br /> MONDAY, DECEMBER 10 , 1984 <br /> PRESENT : Selectmen Hanson , Thomas and Terry , Mr. Dubin and Mr. <br /> Marsters , Planning Board , Executive Secretary , Joseph F. <br /> Murphy and Mr. Tom Fudala , Planning Board . Also attending <br /> was Monica McNally , Falmouth Enterprise . <br /> The meeting convened at 4 : 00 p . m . <br /> I . Selectmen approved the Town Planner and Recreation Director ' s <br /> proposals to apply for a grant to up-date the recreation plan of <br /> the Town . <br /> 2 . Considerable discussion was held on the proposed Section 5 . 5 <br /> revision dated December 10 , 1984 . It was decided that Town Counsel <br /> will review the proposal and meet with the Planner , members of the <br /> Planning Board and Selectmen, at 10 : 00 a . m. on December 20, 1984 . <br /> 3. Mr. Hanson proposed elimination of the R- I and R-2 zoning <br /> districts . Mr. Marsters felt it would cause large numbers of <br /> subdivisions plans being filed . Mr. Terry and Mr. Dubin indicated <br /> that they favor the concept . After considerable discussion , it, was <br /> decided to have an article prepared to eliminate the R- I and R-2 <br /> districts , but to make them an R-3A district , which would have a <br /> 40 , 000 square foot minimum lot size , but allow multi - family units on <br /> • the basis of one unit per acre . Selectman Thomas also concurred . <br /> 4 . It was deicded to eliminate Section 9 . 5 ( Planned Retirement <br /> Community ) from the zoning by- laws . <br /> 5 . Mr . Fudala proposed removing golf courses as a permitted <br /> use in the R-5 district . There was considerable discussion on this <br /> during which Mr . Marsters explained that he has an option to purchase <br /> property in the R-5 district in that one of his two proposals for the <br /> property includes a golf course . Mr . Terry felt that golf courses <br /> result in too much clearing of vegetation from the land , but Mr . <br /> Marsters stated State Environmental officials he had talked with <br /> found a golf course proposal to be an acceptable land use . When <br /> asked , Mr. Marsters said he would entertain a sale of the parcel to <br /> the Town . Selectmen authorized Mr . Terry to discuss this matter at <br /> greater detail with Mr . Marsters . It was decided to defer Mr . Fudala ' s <br /> proposal on golf courses at this time . <br /> 6. It was also decided to defer Mr. Fudala ' s proposal to amend <br /> references to golf courses from the open space , multi - family develop- <br /> ment subsections . <br /> 7 . It was agreed to place on the warrant of the special Town Meeting <br /> a proposal to allow the Board of ,Appeals limited land use variance <br /> authority . <br /> • <br />
