DRAFT <br /> 7/31 /85 <br /> HARBOR MASTER -(Special Police Officer ) <br /> 0apter 102 , Section 9 <br /> Salary $3,600 ; Expense $4,010. <br /> After five years of service, may be eligible for tenure with ballot approval. <br /> INTRODUCTION <br /> Position is that of Harbor Master and is responsible for the enforcement of Town By-Laws, <br /> State and Federal laws as they relate to his department and the waters of the Town of <br /> Mashpee under the Supervision of the Board of Selectmen or their designee. <br /> DUTIES AND RESPONSIBILITIES <br /> 1 . Patrols and law enforcement of the By-laws of the Town of Mashpee, Federal and State <br /> Laws as they pertain to the navigable waters of the Town. <br /> 2. Is delegated the authority to control moorings placed in all of the bodies of water <br /> within the boundaries of the Town. Determines where all moorings are to be located, <br /> how many shall be permitted, and shall determine the type of mooring that shall be <br /> used. Required to maintain accurate records of moorings as to ownership and location. <br /> 3. Responsible for the control and movement of vessels in all of the inland/coastal water- <br /> ways and suggests modifications or additions to the regulations as necessary. <br /> 4. Responsible for the installations, maintenance and repairs of aids to navigation in <br /> the harbors, rivers, lakes and ponds of the Town. Regularly inspects them for proper <br /> function. Performs repairs and/or participates in the annual overhaul of the same. <br /> 0. Participates in or assists in the preparation of plans for the repair and development <br /> of harbor facilities , town landings and the dredging of its channels. Shall endeavor <br /> to gain state and federal funds where possible. Shall contact and visit these agencies <br /> to that end as authorized. by the Board of Selectmen. <br /> 6. Represents the Town, when necessary, in marine matters with State and Federal agencies. <br /> Shall help formulate the. Town's interest in Marine maters. <br /> 7. Works closely with the Police Chief, Conservation Commission, Inland/Coastal Waterways <br /> Committee (ex-officio) , Shellfish Constable and the Recreation Director in matters re- <br /> lating to waterways. <br /> 8. Shall act or appear in court, when necessary, in breaches of regulations or violations <br /> of the law. On occasion may be required to assist the Police Dept. in matters of <br /> mutual concern and shall maintain liaison and confer with other enforcement agencies. <br /> 9. Shall represent the Town' s interest with respect to any persons intent to build a wharf <br /> or waterfront facility when so instructed by superiors. <br /> 10. Responsible for the enforcement of safety rules and regulations as it pertains to the <br /> boating activities in the waters under the Town' s jurisdiction. <br /> 11 . Supervises the preparation and submission of payroll data for the department and the <br /> accounting and preparation of all bills for payment. <br />
