Thomas roved to go into executive e ion for <br /> the purpose of discussing a real estate transaction involving the <br /> town . Sel , Lawrence seconded. Sel . Lawrence : In favor. Sel . <br /> Thomas: In favor . Sel . Hanson; In favor . The Board indicated <br /> that they would reconvene the open meeting. <br /> OLD BUSINESS: (Meeting reconvened at p.m.) <br /> Memo from Ex. Sec . - re: Deerf i el d id. <br /> The Board of Selectmen reviewed a memo from the Executive <br /> Secretary dated September 30 , 1986 relative to Deerfield Road. <br /> The Executive Secretary pointed out that the Board received a <br /> petition some time ago from the residents of Deerfield Roach asking <br /> that the road be accepted by the town , Subsequently, town meeting <br /> voted to appropriate money for engineering. The engineering was <br /> conducted and town meeting subsequently voted to indefinitely <br /> postpone an article for taking. The residents have submitted an <br /> article by petition. The next step once the Board has determined <br /> the cost of bringing the road into compliance of sub-division <br /> control standards would be to conduct a hearing. The town <br /> engineer has estimated the cost at $50,000 . <br /> What occurs now, the Exec t i ve Secretary said if the Board concurs <br /> would be to schedule a public hearing and to notify the current <br /> residents of Deerfield Road as of January i of the present year . <br /> At that hearing, they would be advised officially of the estimated <br /> cost and they may be ad for their input on how betterments may <br /> e assessed. If the individuals de lde to pursue this, it would <br /> again be brought t o town meeting for acceptance , they wou l d again <br /> file another petition to include i t on the annual torn meeting <br /> warrant . ccording to town by-law, it c a n only occur a t an <br /> annual town meeting) . <br /> Eel . Hansom asked the Executive Secretary to set up the public <br /> hearing and that he would l i e a cost breakdown per resident or <br /> per lot . <br /> The Executive Secretary reviewed a variety of assessment methods <br /> with the Board -- linear frontage or square footage or a formula <br /> using both or a heavier cost based on one end or the other end. <br /> Eel , Hanson said they should be prepared to address those <br /> options. Eel . Lawrence asked what the most common method was? <br /> The Executive Secretary replied that it was a combination of <br /> linear frontape and square f nota e .
