MINUTES of THE KASHPEE PERSONNEL BOARD MEETING <br /> y , <br /> 7 h <br /> AS C E - OWN HALL <br /> SEPTEMBER 30, 1981 <br /> A special meeting was held on Wednesday, September- 30, 1981, <br /> commencing at 7:00 P. <br /> Personnel Board members present: James F. Rich, Chairman, <br /> Caroline Gilligan and John Peters, Jr. <br /> A memorandum dated September 2 , 1981, from the Executive <br /> Secretary was read. This memorandum advised the personnel <br /> Board of the Board of Selectmen's Intent to return the col <br /> - <br /> ective bargaining process to the Selectmen. <br /> It was suggested that the Board of Selectmen be invited to <br /> attend the Personnel Board's meeting scheduled for October 2 <br /> 1981, commencing at 7:00 P.Me <br /> The by-olaws were reviewed and discussion was made with reference <br /> to the P.A.P. It was suggested that town people should be made <br /> aware of what is happening and that a. meeting be held. Also, It <br /> was suggested that a, survey be conducted with every town on the <br /> Cape to see who handles the collective bargaining in their town. <br /> A memorandum was received from the Town Accountant regarding a. <br /> work session which will be held on October 6 at 10:30 a.m. and <br /> 7:30 p.m. The work session will involve all ratters relating t <br /> the accounting office including, but not limited to, phone bill <br /> and logs, purchase orders, accepting checks, vouchers, receipts <br /> to the Treasurer, payroll, etc. <br /> A memorandum was received from Wendy Rubin, Director of the Park <br /> and Recreation Department. She is requesting approval for a two- <br /> week leave of absence and seeking approval of the Personnel Board <br /> that compensatory time accumulated be taken into account. The <br /> Personnel. Board unanimously voted to approve 20 hours of compensa- <br /> tory <br /> omp nsa- <br /> to y be applied to her leave of absence. <br /> A memorandum was received from Curtis W. Frye, Chief of Police, <br /> dated September 28, 1981, regarding Title Change, proposed Pilot <br /> Program. The memorandum was read and further discussi on will be <br /> made at the next scheduled meeting. <br /> A letter was received from Barbara Hammond regarding Varden Kelley <br /> dated September 28, 1981. This letter explains the procedure for <br /> abatements, re. unds and postage accounts. A memorandum wa.s sent <br /> to the Executive Secretary asking him to up date the Personnel <br /> Board on his meeting with Martin Joyce with reference to Varden <br /> Kelley. <br />
