PERSONNEL BOARD <br /> MINUTES OF DECEMBER 5 , 1983 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present : Caroline <br /> Gilligan,, David Hardy, Manuel Glickman and Carrie Saunders , <br /> Acting Chairperson Gilligan convened the meeting at p.m. <br /> Letter on Resident Requirement 4 <br /> The Beard reviewed a letter dated November 14 , 1983 regarding residency <br /> requirements for Police and Firefighters from Atty. Michael Gilman . It <br /> was noted that a by--law tightening the fifteen mile limit could only ap- <br /> ply tO officer's hired after- the- adoption of the by-law. However ? the <br /> by-law could be used to prevent officers who presently lire within the <br /> proposed limits from moving outside the limits . Employees hired after the <br /> ad pti n of the by-law could be required to continue to reside within the <br /> limits . It was also noted that before the town implements a change in the <br /> residency requirement , it may be required to discus's the change with af- <br /> fected <br /> f- <br /> f t d unions . The residency requirement may be tightened by a provision <br /> In a collectivebargaining agreement as well as by enacting a by-law. If <br /> the {town bargains with the unions over the residency requirement and an <br /> agreement is reached , the by-,law would become unnecessary as pr Vis{ ns <br /> in collective bargaining agreements prevail y r- town by-laws if there i <br /> a conflict . <br /> Manny motioned t . end.8end the selectmen a memo asking ,,thm to consider tight- <br /> ening the fifteen mile residency requirement for- future police and fire- <br /> men so that they will, be required to live on this side of the Cape Cod <br /> canal. . David seconded the motion. All were in agreement . The reason for <br /> the Board ' s concern is that in the case of traffic concjestion within the <br /> summer months , it would be difficult to respond in an emergency situation <br /> Evaluation Form <br /> The Board reviewed two evaluation forms f r use when evaluating employees <br /> who fall under theP .A. P. Carrie commented that the evaluation form allows <br /> for definitive plan for improvement as bath employee and employer sign it . <br /> In the area of weaknesses , it bringsthe two p ' le to sit down and discuss <br /> specific areas and discuss an appropriate plan to improve . she said that <br /> some things may not apply on the form as it would depend on the specific <br /> department being evaluated. Dave commented that an additional sheet should <br /> be attached that reflects department heads . Carrie said than there are , <br /> f course , general ]rinds of things in any performance area that could apply <br /> to any job. Manny commented that some things that could be included in the <br /> evaluation form could help department heads . .Dave suggested releasing the <br /> two forms t the department ent heads for review and comment . All were in. <br /> agreement , Manny recommended that the Selectmen be advised of the Board 's <br /> intentions . <br />
