Personnel Board Meeting of October 17 , 1983 Page 2 Review of Dept , Mead Mtgs. Caroline reviewed what was discussed at the department head meeting held on October 6 and October 13 as follows : Wendy Rubin received a "Good Sport Hall of Fame " citation. Atta juin Park was destroyed by vandals . Sgt . Gonsalves ' retirement . House for Mentally Retarded. Building In- spector ' s auction on car . Fuel Assistance Program to be held on Thurs- day mornings . Appr l.as Board has new member f er - Mr . Hanrahan. Umina de- nied probation period. Janice Smith resigned -from Growth Review Com- mittee . Carrie asked if the Board sent letters of recognition to the employees for their achievements and -included citations in their Personnel file . Bob said that the Board has done this in the past . Dave suggested that the achievement be outlined and that the employee be informed that it - will be made part of their record . The Board asked that such a letter be sent to Wendy Rubin for her achievement . Caroline commented that the Finance Committee will be requesting the Personnel Board to review the salaries of elected officials . Fred Blythe stopped in to see the Board with a verbal request , The Board agreed to check with- other towns to do a comparison study of elected officials . Minutes of Personnel Board Caroline motioned to accept the minutes of the Personnel Board 's meetings of September 19 and October 3 . Dave seconded the motion . All present were in favor , Fifteen Mile Residency Limit Discussion was rade on the state statute requiring' public safety employees to live within a 15 mile limit of the town which they work in . In a letter dated October 3 . Manny Glickman pointed out that at a Personnel Board meet- ing last spring , it was suggested to submit an article at town meeting which would tighten the state general. laws . Discussion was made at tonight 's meeting on what would be involved in changing the law and if it applied to union contracts . A suggestion was made that other towns be contacted to see hove they handle it and to check with the Attorney General ' s office . Sgt . Gonsalves Termination In a letter dated Sept . 30 from Chiu Frye , the Personnel. Board was advised that Sgt . Gonsalves active duty status was terminated on September 29 and that he is presently on sick leave status until his retirement application is processed or until his sick leave time expires . Discussion on Resignations With reference to resignations of employees , the Personnel Board discussed the fact that they should have one statement of reason why an individual is aresigining from a position as they feel it may help in the future t - de- crease the turnover rate . Dave suggested initiating a form which the de- partment head must fill out and have a place on it for doth employee and department head ' s signature .,
