PERSONNEL BOARD
MEETING of SEPTEMBER 11 1983
IAHPEE TOWN HALL
The following members of the Personnel Board were present
Chairman Robert Sullivan , Caroline Gilligan, David Hardy,
Manuel Glickman and Carrie Saunders .,
Chairman Sullivan convened the meeting at 6 :00 P.m.
The Board met their new mem} er , ,Dr. Carrie Saunders . chairman
Sullivan said that he would like to clear the air of any animosity.
He explained how the Selectmen appointed Dr. Saunders without the
Personnel Board taking a vote and that nobody sent Dr . Saunders in
to meet with the Board ,
Dr. Saunders said that she was not aware of the procedure. She ex-
plained that she read t-he newspaper and saw that there was an open-
ing . The article in the newspaper said to contact the Selectmen
and she said that she had inquired through Joe Murphy. She felt
that she had relative background and wrote down that her motivation
was to serve on the Personnel Board. Then a letter was received
from the Board of selectmen saying that she was appointed.
Caroline commented that she thought there was a lack of protocol .
Discussion was rade on how long each of the members had been on the
Board. Dr . Saunders said that since it was a relatively new Board ,
she felt it would be in order for the Board to consider this a seri-
ous thing .
Dave commented that as a matter of courtesy, the Selectmen should
go through the Personnel Board .
Caroline commented that it is not standard procedure to do it that
way,
Dr . Saunders asked if the Board would consider it a potential danger
for the Selectmen to take the sole recommendation as she felt there
should be at least two or three nares submitted .
Nanny said that normal procedure is to stake more than one recommenda-
tion ; however, in this case there was only one person who expressed
an interest directly to. the Personnel Board .
F
Dave suggested writing- a letter to the Board of Selectmen requesting
that in the fu '
ture , candidates e familiarized with the process by
way of a meeting with the Personnel Board.
Dr . Saunders said that she would not support that . Danny Glickman
said that the Board should interview prior to the Selectmen.. sele tion
of a candidate .
