MA PDD TOWN HALL PERSONNEL BOARD i YMNUTES OF MARCH 21, 1983 The following members of the Personnel Board were present for the me tang Robert Sullivan, Chairman, Caroline Gilligan, David Harder and Manuel. Glickman. Chalf.rperson Sullivan called the meeting to order at 6:00 p.m. . Review of Final Draft on PPA.P. alar �a e . Chairman Sullivan completed the final run on the changes discussed at the Personnel. Board t s meeting of March 11. All members were given a copy. Discussion was made. on the support for the article -submitted by the .Person .el. Board. The salary ranges will be typed on the job descriptions pending Grote of the people at town meeting, Aeee tante of Personnel. Minutes Manuel Glickman made a motion' to accept the Personnel Board minutes of February 14, 1983. Dave Hardy seconded the motion. All present were in favor. Personnel Matters Chairperson Sullivan stressed the- importance of Board members discussing personnel , matters as a board and not Uhilaterally. Bob re fined members that all business con- ducted within the Personnel- Board should be conside ed confidential. Letter from Selectmen The Personnel. Board members. were thanked d by the Board of Selectmen in a letter dated March 17 for their time and effort as.well as the excellent work -on the -wage. and classification plan of the P.A.P {Senior Citizen Director The Board of Selectmen at their meeting of March 16 appointed Lawrence Frazier as the new Senior Citizens Director, effecti e. irrm- ediatel ., Assistant Dog Officer The Board of Selectmen at their meeting of March 2 appointed Michael J. Collins o Temrock Kennels as Assistant Dog officer on a contract basis. Assistant Sur lus officer Ernie Virgilio was appointed as the Assistant Surplus officer by the Board of Selectmen at their meeting of Manch 1 ., Personnel Action Ronald Bevacqua was .relieved of his assalgrunent as Training Director effective immediately for failure not to hold elas'ses as ordered for three special. police -officer candidates* Grievance of Gerald Umina The Personnel. Board reviewed a letter from Chief Frye to' Gerald Umina regarding failure to follow chain of command procedures at the Mashpee Police Department with reference to a grievance filed with the Board of Selectmen of not being scheduled for duty assign- ments. As a result', Chief Frye .notified Gerald dna that his name was taken off the active .list and placed on the inactive hist for an indefinite period of time. The Per- sonnel. Board expressed concern over the fact that they were by-passed if a grievance was filed directly with the Board .ofSelectmen, a
