■ f a PERSoNNE BOARD <br /> M=ES of MCH 7, 1983 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Band were present for the meeting: ' Robert obert ullivan, <br /> Chairman, Caroline Gilligan, mitis Woodbury, David Hardy and Manuel 'Glickman. <br /> Also present at the meeting were Selectman,Thomas, Selectrkn Garland and Selectman Hanson <br /> as well as members from the Finance Committee: Fred -Blythe and Herb Shanker. <br /> Chairperson Sullivan convened 'the meeting at 6:10 p.m. <br /> " <br /> Copies of the comparative salary study with other towns on-the Cape were handed out with <br /> Bob commenting that the Board compared figures with larger and smaller towns. <br /> An explanation of the computer readout was given by Bob explaining that the -she6t. contained <br /> the number of hours employees work, the fiscal. 1982/83 weekly and hourly sala,ri,es, projected <br /> weeny and hourly salaries for fiscal 1983/84 percent increases, dollar increases, plus a <br /> cost of liVing increase. ' Bob also explained the reason.why Board secretaries were not <br /> included in the total cost figure which is due to the flucuating hours of the ten boards. <br /> He did, however, note that the figure for board s : re to i s was shown at the bottom of the <br /> chart dsti at�ng an expenditure of $9,000 for fiscal. 1982/83. <br /> An explanation was given on how the percentages- were. arrived at. Bob told the Selectmen and <br /> Finance. on rrdttee members that the Per onnel Board' l o ed at job descriptions of what the <br /> t <br /> rson was doing and not at the person In the position. He ,also mentioned that the rates <br /> e then plugged into a salary schedule 'sim"la o. the Town of Barnstable.'. ' <br /> Selectman Thomas ornmented that she felt that the Personnel Board had done a marvelous Job. <br /> She asked if the salary base would change if it, received a 3% cost of living increase(using <br /> the position of "down Accountant .as an example) * <br /> Bob replied that' the Personnel. Board wanted to show a total picture and that was the reason <br /> for putting in a cost of living figure. He said that the person would stay at heir step <br /> until they moved into another step ,tl ro ,gh cost of livin . <br /> Y <br /> Selectman Thomas said that the matin thing. was. to bring-.up the base.. <br /> Bob commented that it was a ratter of upgrading people because the -pay was too low. He <br /> stated that the Personnel Board had not discussed the evaluation process acid that •the person <br /> might move up through cost of living-or they. might not move up, <br /> Selectman Garland asked why the Police Ch-fief was put ,into a Grade 31? ' <br /> Bob replied that he was at the .top, as he has been•In the position •a long UO-me. <br /> Selectman Garland asked the Board if it was' their intent. to pay the Police Chief and the <br /> Fire Chief parity? <br /> Bob replied that the Board looked at- the job descriptions and plugged then in as close as <br /> W-,e,y could as they tried to give an equitable upgrade to everyone. <br /> Selectman Thomas explained that at one time the town had to pay a certainpercentage over <br /> the highest paid man on the police department and that was the reason why the Police Chief's <br /> salary is at the point where it is. <br />
