f <br /> PERSONNEL BOARD MEETING <br /> MAPEE TOWNHALL <br /> MINUTES of JANUARY 17 1983 <br /> The following m r begs of the Personnel. Board were present for the meeting: Curtis <br /> .Woodbury, Acting Chairperson, Caroline Gilligan, David Hardy and Manuel. Glickman. <br /> Letter from Chief Priestly <br /> The Board reviewed a letter from Jim Priestly thanking therm for their support as <br /> well as a brief explanation regarding his resigpation* <br /> Meeting with Chief Priestly <br /> At the Personnel. Board's request, Chief Priestly met,with them to discuss the cir- <br /> cumstances which surrounded the grievance of Charles Dottridge. <br /> The Chief explained that he had given a general order last August telling the fire— <br /> fighters <br /> fighters not to use department vehicles for personal use and that the Shift Commander, <br /> Richard Martini, gage Dottridge the authority to take the vehicle for gas, The Chief <br /> continued to say that Charles Dottridge did not logue that he took the vehicle out of <br /> headquarters to put fuel, in it and that he took -exception to the Chief's reprimand <br /> saying that there were no standard operating procedures in the department. The Chief <br /> said that it was common practice .in the fire service to logue in and out for any reason <br /> as well as to logue the fuel used, <br /> Caroline asked the Chief if the general order was verbal or written? <br /> The Chief replied that .it was a general order -- an order for their Government. At <br /> this point, he gave the Board a copy of the order. to review, <br /> Caroline asked how they can tell how much gas they use? <br /> The Chief replied that if logued in the boob and a record is ]sept, they can cense up <br /> with a total of how much fuel is used in each vehicle. <br /> Dago commented that the order written in August only states that they shouldn't use <br /> vehicles for personal use'. 'He asked the Chief .if vehicles were logued on a regular <br /> basis up to the incident? <br /> At this point, the Chief let the Board review the logue book. Upon looking at the <br /> login book, Curtis asked if it was a rough l.ogu' e. The' Chief replied, ,no, it is the <br /> department logue- .11 Dare noted that there- had been nine prior i <br /> nstances where vehicles <br /> were logued out. for fuel, <br /> Curtis asked the Chief if he logued .in and out <br /> The Chief replied that he usually telll.s them where he is going. <br /> Curtis asked why he didn't Logue in and out? <br /> The Chief replied that he didn't ]snow if it has been done, He commented further by <br /> saying that the firefighters should do it, but not necessarily the Chief. <br /> Dave commented that department heads set policies but do not necessarily follow thea. <br /> He also corn ented that he -wondered if Dottridge was a victim of circumstances. <br />
