The Chief told the- Board that since the incident he has put to-
gether a department rule boob. He explained that when he first joined the depart-
ment, he proposed rule standardssimilar for most departments throughout the state
which he edited for Ma.shpee. However, upon review by the Selectmen, they felt that
it did not reflect the size of the department. He -e plained that for the past three
months he put a rule book together which he handed to the Selectmen today commenting
that he had it typed and printed at his expense. He also mentioned that he recently
. found rules and regulations written by Greg Willis.
Caroline asked the Chief if there was any reason why the el ctmen called him in two
months prior to the evaluation date?
Chief Priestly told the -Board that Mrs. Thomas felt that once the new Selectman was
elected, it would be unfair' to hire to do the review.
Caroline commented that she hoped the new Selectman would be a person mho -would have
an open. mind.
Getting back to the issue of the grievance, Curtis asked if only two people -were work-
ing?
The Chief replied that he also worked that day. He commented further by saying had he
found out- that Dottridge had gone without .approval of the Shift Comman der -charges would
have been brought rather than a .reprimand.
Curtis asked why the men ,don't .follow the standard orders
The Chief said that they never had it outlined specifically for them. He said that if
they had rules in force prior to the incident', there would have been no question,
Curtis asked the Chief if Mashpee comps under the strong chief law?
The Chief replied "yes",,
Curt.s asked if an engine had been taken out for gas, would the same thing have happened
The Chief said that he would have done the same thing.' He said that following the in-
cident last week, Dottridge took .a patrol truck out 'and signed out on the air,
Caroline asked if -ffie signing out on the air was recorded'."
The Chief replied that 31-t -is not recorded.
Curtis asked if the Shift Commander, 'Martini, logu d' it
The Chief replied "no, he should have .logued it.'#
Curtis asked who is' to say that Mr. Dottridge did not sign out on the air
5
Chief Priestly replied that he couldn't answer that and that the person sitting on the
desk records them out
