SHPEE TOWN HALL - <br /> PERSONNEL BOARD MINUTES <br /> MEETING of NOVEMBER 5, 1984 <br /> The following members of the Personnel Board were in attendance at tonight's meeting: <br /> Chairman Robert W. Sullivan, Caroline M. Gilligan, Manuel Glickman and Ben Lofchi e, <br /> Chairman Sullivan convened the meeting at 6:00 p.m. <br /> Meeting with Executive Secretary re: Req. toCo-Sponsor Article <br /> Joe Murphy met with the Board to advise them that there is a discrepancy in the way the <br /> town is paying the three non-union secretaries versus the pay which they are paying the <br /> five union secretarial positions covered under Local 254. He said that it stemmed from <br /> the most recent labor~ negotiations and the fact that the Union rates are on hourly rates <br /> and the P.A.P salary schedule is based on 40 hours a week. He presented a schedule to <br /> the Board outlining the.'di f fei,'aces--. His proposal is that the town upgrade the administra- <br /> tive secretaries covered under the P.A.P. from a Grade 11 to a Grade 12 in order to bring <br /> therm in line. <br /> Manny Glickman asked how much the union dues were? The executive secretary commented that <br /> union clues should be secondary in this consideration. <br /> Berg Lofchie rade reference to the Town of Brookline's negotiations. He said that prior to <br /> the union people getting a raise, they give the non-union help their raise which makes the <br /> non-union people happy in that they don't have to negotiate for an increase and the union <br /> people tend to settle more quickly. The Executive' secretary said that the contrary is true <br /> in Mashpee. The union people want to start from the percent given to non-union people and <br /> not from %. <br /> Bob Sullivan said that the Board has in the past fought for their non-union personnel. He <br /> made reference to the additional steps on the union pay scale. Joe Murphy said that the <br /> clerical union is. the only union with 7 steps in their salary scale. Bob asked what hap- <br /> pens <br /> p <br /> pens when secretaries in the P.A.P. are at the top of their pay scale with the union <br /> people still being able to .ga'ir-ladditional increases. Joe Murphy commented that the Board <br /> would not have to address that issue until. FY.. 186 and that a lot could happen between now <br /> and then with negotiations taking place. <br /> The Executive secretaryugges't d that 'the Board look Oat the P.A.P. wage scale because <br /> percentage wise it is all over the place. Manny Glickman commented than it happened when <br /> the Board plugged people into i t. The Board was in agreement, however, that some refining <br /> should be done. r . <br /> The Executive Secretary asked the Board if they were willing to co-sponsor the article a <br /> the Board of Selectmen are willing to sponsor the article. He said that they Mould be <br /> asking for a minimum of $1200 to be put into the Personnel Board and Selectmen's account. <br /> The money would be retro-active to July 1 as they had given the union personnel. <br /> Ben Lof hie asked about other positions? The Executive secretary commented that there was <br /> one other~ clerical position in the building, which did not have an impact. <br /> ,Manny Glickman said that the Board should study what has been put before there. The Execu- <br /> tiv'e secretary asked for a decision by next Tuesday as to whether the Personnel Board's <br /> name would be with the article co-sponsoring it or if a member of the Board would stand <br /> up at Town Meeting in favor of it. After further discussion, Manny Glickman roved to <br /> support the article by co-sponsoring it. Caroline Gilligan seconded. All in favor. <br />
